Abstract

The framework of the settlement system forms the basis of the territorial organization of society; the effectiveness of all functional systems of the socio-economic development of the region depends on the coordination of the elements of the settlement system. Luhansk belongs to the regions of high population density, which is consistent with the intensive economic development of the territory. A specific settlement system was formed here. Modern features of development define the Luhansk region as a region of deep demographic, economic, social transformations, which are the reasons for the transformation of the settlement system. The purpose of this article is a comprehensive study of the dynamic and structural features of the change in the settlement network of the Luhansk region. The article reveals the main features of the regional settlement system of the Luhansk region. The specificity of the transformation of the network of settlements in the Luhansk region is indicated, in particular, the changes in urban and rural settlement under the influence of certain groups of factors are characterized. An important aspect of the study is the analysis of the dynamic and structural transformations of settlements by type within the boundaries of the regional settlement system of the Luhansk region. The main results of the study are confirmed by official statistics. The promising directions in overcoming the negative trends in the transformation of the settlement system of the Luhansk region are outlined.

1 Введение. Расселение представляет собой сложный процесс, являющийся основой и результатом территориальной организации жизнедеятельности общества [10, с. 8]. Главная закономерность расселения — это соответствие его форм уровню и особенностям развития экономики [13, с. 16]. В свою очередь, каркас системы расселения составляет основу территориальной организации общества [1, с. 94].
2 Изменения в экономике и обществе за время освоения территории Луганщины оказали значительное влияние на развитие и территориальную организацию производительных сил, в частности на их неотъемлемую составляющую — население. Современная стратегия социально-экономического развития Луганщины привлекает внимание к расселенческим (экистическим) процессам, которые определяют закономерности развития сети поселений. Трансформация отраслевой и территориальной структуры хозяйства Луганщины (в т. ч. отдельных её регионов), углубление демографического кризиса, изменение масштабов, направлений и потоков миграции населения сопровождались изменениями в системе расселения [4, с. 48]. В связи с этим становится актуальным изучение экистических процессов на Луганщине, что позволяет: во-первых, выявить взаимосвязь между расселением и экономическими, социальными, демографическими процессами; во-вторых, установить проблемы в расселении и наметить практические пути их решения. Изучая расселение, можно выйти на экономические проблемы развития территорий, ведь сами поселения выполняют функции ядер экономического развития этих территорий.
3 Цель исследования — выявление географических особенностей трансформации региональной системы расселения населения Луганщины с учётом современных изменений социально-экономического и демографического развития.
4 В число задач исследования входит: – определение специфических черт системы расселения Луганщины; – выявление динамических и структурных изменений в поселенческой сети Луганщины (1989–2018 гг.); – определение приоритетных направлений экистической политики региона.
5 Степень изученности проблемы. Базовые теоретико-методологические аспекты общественно-географических исследований расселения населения регионов были сформированы вначале 1920-х гг. в рамках отечественной районной экономической географии под руководством учёных: А. К. Арсеньева, Н. Н. Баранского, В. Г. Давидовича, Р. М. Кабо, С. А. Ковалёва, Н. Я. Ковалевской, О. А. Константинова, Г. М. Лаппо, Ф. М. Листенгурта, И. М. Майергойза, С. Н. Перцика, Б. С. Хорева, В. В. Покшишевского, Ю. Г. Саушкина. Тематика расселения населения и географии городов представляла одно из важных аспектов экономико-географических исследований в рамках рационального размещения продуктивных сил республик СССР.
6 Вместе с этим, существует не так много работ, посвящённых комплексному изучению экистических процессов на постсоветском пространстве с момента конца 1980-х гг. по настоящее время. В частности, это касается изучения динамики численности населения и изменений в системе расселения в разрезе административно-территориальных единиц государств, образовавшихся в результате распада Советского Союза [3–10].
