Abstract

The article discusses the issues of psychological component to a human capital in relation to personnel management. The problem affects production, medical, educational scopes, as well as, to a large extent, social management. The possibility of system integration of existing approaches is discussed. The category of consciousness was chosen as a systemic basis. A new structural and substantive content of the concept of "innovative consciousness" is presented based on a two-factor model of consciousness. The concept was operationalized in the communicative and creative-constructive structural components; the corresponding characteristics of mental processes, states and properties of the personality-individuality of personnel with a high aptitude for innovation have been determined. As a criterion for innovativeness, the oversituational activity of a person with the motivation to overcome boundaries has been determined. In accordance with this structure, the scheme of psychological assessment of the innovative competence of the personnel is attributed. The project can be optimally adapted to the programs of professional training, retraining and expert assessment of HR personnel.
