Abstract

A.A.Chernyshev and P.P.Kobeko played a huge role in organization, development and survival of Physical-Technical Institute (PTI) in different years. In 1918 Chernyshev at the request of A.F.Ioffe assumed responsibility for creation the technical base of the Physical-Technical Department of the State Institute for Roentgenology and Radiology, later he headed the Technical Department of PTI. Kobeko, the «Siege Director», kept the Institute and the employees non-evacuated to Kazan working in the besieged Leningrad. Alexandr Alekseyevich Chernyshov (1882–1940) was an outstanding scientist/practitioner, academician of the USSR Academy of Sciences (1932), Deputy Director of PTI (1921–1931), Director of the Leningrad Electrophysical Institute (1931–1935). From 1908 he worked at the Leningrad Polytechnic Institute (since 1919 — professor). Expert in radio engineering, electrical engineering, automation and telemachanics, one of the pioneers in developing the Russian television systems. A major inventor with about 50 patented inventions. He participated in developing the GOELRO plan for the electrification of Russia. Laureate of the Lenin prize (1930). Pavel Pavlovich Kobeko (1897–1954) was a physicist and physico-chemist, correspondent’s member of USSR Academy of Sciences (1943). He worked at the Leningrad PTI (1924–1952), Director of the Leningrad PTI branch during the siege of Leningrad; in 1952 transferred to the Institute of High Molecular Compounds of the USSR Academy of Sciences. Since 1930 he taught at the Leningrad Polytechnic Institute (from 1935 — professor). Expert in the field of physics of dielectrics, ferroelectricity, physics and physical chemistry of amorphous solids.
