Abstract

The article deals with the projects of digitalization of the customs services in Russia and China. The first of them is relatively new, the second is fully implemented and aimed at active expansion into the external environment. With a common goal of creation a single information space in this important area of the economy approaches to the implementation of projects vary significantly. The authors consider the stages of development of each project in chronological order, offering possible directions for their cooperation and coordination.

As one of the first pioneers in the world of “digitalization” of economic management, the State Council of the People’s Republic of China launched three gold projects with the participation of the then Ministry of Electronic Industry and telecommunications company China Telecom in order to implement the global Government Online system: “Golden Bridge”, “Golden Credit Card” and “Golden Customs” (later the list was significantly expanded).

2. . The Customs Code of the Eurasian Economic Union (EAEU TC) has been developed to implement a uniform procedure for the movement of goods across the border of this Union, which now includes Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan. To unify and ensure their equal rights, enormous work was required to change the existing national legislation and to fully resolve all issues. The agreement on the EAEU TC was signed by all countries on April 11, 2017 and entered into force in 2018. Federal Law No. 289-FZ applicable from September 4, 2018 established the specifics of customs regulation in Russia in accordance with the provisions of the EAEU law. In addition to covering issues related to the adoption of the TC, this document also includes innovations that regulate electronic declaration, simplification of control, acceleration and automation of document processing. 3. . The initiative “One belt, one path” (“Belt and path”) was put forward by President Xi Jinping during visits to Kazakhstan and Indonesia in the fall of 2013. Based on the continuation and development of the traditions of the ancient Silk Road, it was proposed to create new mechanisms for inter-regional economic partnership covering a huge part of Eurasia (where 63% of the world's population live).

4. . In 2018, Russia's trade with China exceeded $ 108,283 million (24.51% more than in 2017). China's share in the foreign trade turnover of the Russian Federation in 2018 amounted to 15.7%.
