Abstract

The article deals with the phenomenon of “cognitive dissonance” between regional and non-regional players on Arctic issues, its causes and consequences, as well as measures to reduce its degree. The main reason for these differences is national identity, the categorization of which creates differences between “us” and “them”. It is easier for countries with similar identities to perceive reality in the same way and to develop cooperation.
