Abstract

The Maldives political crisis which began in early February 2018, threatened the complex system of interstate relations existing in the Indian Ocean. For the first time in the recent history the Maldivian authorities turned for help not to the traditional patron New Delhi, but to Beijing. The analysis of the crisis, its roots and possible consequences, makes it possible to clarify the motives of the actions of the Indian and Chinese political elites, to predict the further steps of China and India in the Indian Ocean region, as well as the dynamics of the future relations between Beijing and New Delhi.

Политический конфликт в Мальдивской республике был вызван действиями Верховного суда страны, единогласно вынесшего 1 февраля 2018 г. два решения: об освобождении из-под ареста ряда оппозиционных политиков и о возвращении мандатов бывшим депутатам от правящей Прогрессивной партии, покинувшим ее ряды. В случае отказа от исполнения этих решений суд пригрозил президенту Абдулле Ямину импичментом. Помимо этого, с проживающего в изгнании бывшего президента Мохамеда Нашида было снято обвинение в незаконном аресте в 2012 г. председателя Уголовного суда страны Абдуллы Мохамеда. После этого Нашид получил право выставить свою кандидатуру на президентских выборах, назначенных на сентябрь 2018 г. На следующий день, 2 февраля, он публично объявил о своем намерении баллотироваться на высший государственный пост1.

3 Президент Ямин обвинил судей в попытке государственного переворота. По его приказу полиция блокировала здание Верховного суда, затем проникла в него и арестовала главного судью Абдуллу Саида и судью Али Хамида. После этого трое оставшихся судей отменили решение об освобождении оппозиционеров и о снятии обвинения с Нашида, хотя оставили в силе положение о возвращении мандатов. В стране было объявлено чрезвычайное положение, был арестован целый ряд оппозиционных политиков, включая бывшего президента Гаюма.

Происходящее на Мальдивах вызвало резкую реакцию в Нью-Дели, полагающем, что Мальдивская Республика находится в сфере влияния Индии. МИД Индии выпустил специальное заявление, в котором говорилось: «Мы встревожены декларацией о введении режима чрезвычайного положения на Мальдивах, выпущенной после того, как правительство отказалось исполнить единогласное решение полного состава Верховного суда от 1 февраля, а также приостановкой действия конституционных прав народа Мальдив. Арест главного судьи Верховного суда и политических деятелей также является основанием для беспокойства»2.

Связи Индии и Мальдив
6 Мальдивские острова, как свидетельствуют данные археологических раскопок, были заселены выходцами с юга Индостана и со Шри-Ланки. Неудивительно, что на протяжении всей своей истории племенные и государственные образования, существовавшие на Мальдивах, поддерживали тесные экономические и культурные связи с государствами Индостана. В XI веке северные атоллы Мальдивских островов были завоеваны князем Раджараджой I Великим и вошли в состав государства Чола. Традиционные связи между Индией и Мальдивами не прерывались и в колониальный период, когда Мальдивский султанат стал британским протекторатом. Сразу после провозглашения полной независимости Мальдив между Нью-Дели и Мале были установлены дипломатические отношения.

С начала 1970-х годов внешняя политика Мальдив ориентировалась преимущественно на интересы Индии, выбранной Мале в качестве государства-патрона. Этот выбор был обусловлен не только географическими соображениями: Индия не входила ни в один из противоборствующих блоков, являясь в то же время центром силы, способным при необходимости к защите стран-клиентов. Постепенно на Мальдивах сложилось общее восприятие Индии как доброжелательного соседа-гиганта, гарантирующего независимость страны. Видный индийский политолог и политик Шаши Тхарур описывает существовавшие до последних событий отношения между Индией и Мальдивами как «доверительные и свободные от проблем», уподобляя их отношениям Индии с Бутаном3. Отношения «патрон-клиент», установившиеся между Индией и Мальдивами, хотя и не оформленные формально, как аналогичные отношения между Индией и Бутаном, тем не менее осознавались в этом качестве обоими участниками. Нью-Дели не раз доказывал, что серьезно относится к своим обязанностям патрона. В 1988 г. после того, как боевики Фронта освобождения Тамил-Илама высадились на островах и взяли под контроль столицу страны Мале, президент Мальдив Абдул Гаюм обратился к Индии за помощью. В страну в рамках операции «Кактус» были немедленно переброшены индийские войска, ликвидировавшие мятеж и восстановившие порядок. Последним по времени примером подобной демонстрации можно считать оказание помощи Мале в 2014 г., когда в столице возник кризис с водой4.
