Abstract

This article discusses the main current processes of formation of the newest model of transport and logistics cooperation on the territory of the Eurasian continent, as well as the main geopolitical and macroeconomic trends that caused their accelerated formation. Particular emphasis in the course of this research work was placed on the gradual strengthening of comprehensive cooperation between the Russian Federation and the People's Republic of China as key powers on the modern political map of the world. Also, in addition to the intensification of the union of the Russian Federation and the People's Republic of China, the activity of the Republic of Kazakhstan was also indicated, considered in the prism of the emerging newest "pan-Eurasian" system of interstate logistics contacts.

1 Введение Актуальность исследовательской работы. Наблюдаемые в наши дни процессы кардинальной трансформации современной модели политического устройства мира сопровождаются теми событиями и явлениями, которые в конечном счете находят свое отражение в формировании экономико-политического и социогуманитарного положения каждого отдельно взятого континента, региона и государства. Взаимообусловленность глобальных пертурбаций нынешней геополитической среды и внутрирегиональных механизмов выстраивания экономической, торгово-инвестиционной и валютно-финансовой систем взаимодействия между странами, заинтересованными в реализации собственных стратегических целей, подтверждается фактологически на примере усиления политического и экономического взаимодействия Российской Федерации и Китайской Народной Республики (двух наиболее влиятельных держав Евразийского континента) и основных оппонентов формирующегося западноцентричного блока государств, в числе которых США, страны-лидеры Евросоюза и ряд государств АТР. С момента окончательного запуска необратимого процесса полицентризации мирового пространства и актуализации роли России и Китая как главных акторов международных отношений, обладающих потенциалом к расширению сферы своего политического и экономического влияния и смещению акцента мировой политики с зацикленности исключительно на всеобъемлющем сотрудничестве со странами Запада, нынешняя модель геоэкономики и геополитики предстала и перед фактом формирования нового фундамента торгового-экономических и логистических взаимосвязей, сети которых в обозримой перспективе будут пронизывать всю территорию Евразии, а также иметь выход к ключевым морским портам. Степень научной разработанности рассматриваемой проблематики характеризуется достаточно небольшой освещаемостью в среде экспертов и исследователей. Данное обстоятельство связано с фактом стремительных пертурбаций современного политического устройства мирового пространства и всеобщей турбулентности тех процессов, что прямо или косвенно воздействуют на мировую торговую и экономическую систему. Общие теоретические вопросы мировой экономической и политической конъюнктуры, а также вопросы транспортной логистики рассматривались исследователями Р.Б. Ивутем, А.П. Кастрюком, О.А. Найдис, Сяосюе Чжан и др. Объектом исследования является глобальная евразийская транспортно-логистическая архитектура. Предметом исследования выступают активность России и Китая в процессе налаживания партнерских торгово-экономических взаимоотношений и их последующего развития в призме логистического взаимодействия, а также активность Республики Казахстан в укреплении существующих каналов логистического контакта на континенте и продвижении собственной политики развития торговых отношений. Цель исследовательской работы состоит в выявлении текущих глобальных трансформаций в транзитно-транспортной инфраструктуре на пространстве Большой Евразии в нынешних геополитических условиях. Для достижения данной цели исследования поставлены следующие задачи:
  1. Исследовать актуальные тенденции в российско-китайских отношениях на фоне активно меняющейся политической картины мира.
  2. Определить роль Казахстана в текущих изменениях в транзитно-транспортных маршрутах.
Научная новизна работы заключается в разработке комплекса теоретических и практических положений, раскрывающих особенности и основные тенденции развития международной транспортной логистики и потенциал к ее ускоренному развитию на фоне укрепления сотрудничества РФ и КНР как одних из ведущих экономических держав. Не менее важным аспектом научной новизны является и анализ актуальных тенденций политического и экономического развития Казахстана, результатом которых в обозримой перспективе может стать появление нового крупного регионального актора в современной системе международных отношений.
