Abstract | An overview of the practices of scientific and technological self-sufficiency in various countries is given. The optimal management model in the field of R&D for the countries of catching-up modernization involves the establishing of conditions for technological self-sufficiency where necessary, and the full stimulation of international scientific collaborations where possible. The conditions for the successful advancement of countries to technological self-sufficiency are formulated. The main danger for projects of technological independence is the risk of "falling" into autarky. The rebirth of projects into autarkic constructions has repeatedly scared off national diasporas, caused a crisis of scientific and information exchanges, as well as a loss of trust on the part of partner countries. |
