Abstract

In the XVII century Great Britain became the first country in the world with a full-scale system of social support, which was regulated at the state level. The “Old Poor Law” of 1601 and the “New Poor Law” of 1834 are well-studied in both foreign and Russian science, but the solutions that preceded them are less known. The aim of this study is to describe the development of social policy in Great Britain up to 1834, when the system of assistance to people in need was redesigned according to the liberal logic of minimal interference of the state. The article is based on comparative and historic approach and analysis of legal documents. It demonstrates the evolution of institutions and practices of social support in Great Britain. In this country social policy grew from church and private charity and developed at local level under centrally defined rules. Consistent presentation of social policy history in Great Britain is valuable for studies of charity, local self-government and social policy.

Введение
2 Ранний период формирования британской системы социальной политики заслуживает внимания по трем основным причинам. Во-первых, обилие существующей литературы повышает ценность обобщающих, обзорных, сравнительных исследований. Тема «законов о бедных» хорошо известна и в британской, и в европейской, и в американской, и в российской науке, однако обычно авторы описывают либо только отдельные периоды, либо не затрагивают некоторые значимые нормы, например, введение десятины или создание первых работных домов в XVI в. В данной статье изложена история поддержки нуждающихся от средних веков до 1834 г., когда в стране пересмотрели отношение к социальной политике. Во-вторых, общегосударственные решения в Англии и Шотландии ввели в XVI в. почти одновременно со Священной Римской Империей и Францией и чуть позже, чем в ряде фламандских, немецких и французских городов. Однако именно английские «законы о бедных» 1601 г. стали основой для самого масштабного и системного комплекс поддержки нуждающихся данной эпохи. Британский опыт предопределил характер «государства всеобщего благосостояния», созданного в Европе в XX в., поэтому знакомство с ним представляет интерес при изучении социальной политики государства. В-третьих, в современной исторической и политической науке важно рассматривать ценностный аспект социальной политики. Период действия «старых законов о бедных» – время становления капиталистического формата организации экономики и эпоха существенных изменений социальных отношений, которые связаны с возникновением индивидуализма. Для формирования социальной политики важно согласовать представления об общем благе и идеи личной ответственности и независимости, так как данный вопрос влияет на сферу поддержки нуждающихся.
3 Отечественная наука обратила внимание на британскую систему поддержки нуждающихся еще в XIX в., о чем пишет О. В. Саламатова из Северного Федерального университета [Саламатова 2011]. В СССР данную тему активно изучали – отчасти благодаря вниманию К. Маркса, который некоторое время жил в Лондоне, к положению рабочих в Британии. В постсоветский период выходило множество статей и монографий о раннем периоде истории социальной политики в Британии. И. Р. Чикалова из Белорусского государственного педагогического университета изучала социальные и экономические предпосылки возникновения социальной политики [Чикалова 2006]. О. Саламатова в своих работах описывает развитие системы попечения нуждающихся в годы действия «старых законов о бедных» и предпосылки их возникновения. Этические вопросы и восприятие проблемы нужды в Британии рассматривает Ю. Е. Барлова из Ярославского государственного педагогического университета [Барлова 2009; Барлова 2010]. В ее масштабной монографии [Барлова, 2018] также представлены источники по истории социальной политики, в том числе письма просителей. В совместной статье М.А. Гутиева из Горского государственного аграрного университета и Е. К. Склярова из Южного федерального университета [Гутиева, Склярова 2015] последовательно сравнивают меры двух стран. В своей докторской диссертации Склярова изучает влияние урбанизации в Британии на социальную политику [Склярова 2021].
