Abstract

The article is devoted to the dynamics of Union State development, its positive and negative aspects that have impact on Eurasian integration processes. This project plays crucial role in different kinds of cooperation. In the current context it is important to research the part of the Union State for regional integration to compete in strategic fight against European integration.

Постсоветское пространство — это сложный геополитический, экономико-социальный и культурный феномен. Это “Большое пространство”, в котором зафиксирован длительный исторический опыт взаимодействия и сосуществования разных народов в рамках Руси, Московского царства, Российской империи, СССР. История показывает, что центростремительные и центробежные тенденции постоянно взаимодействовали и сменяли друг друга, сохраняя базовые связи между народами (культурные и ментальные, прежде всего), невзирая на изменения государственного устройства. Исследуя развитие данного макрорегиона в исторической динамике, нельзя не отметить тенденцию взаимного притяжения многих народов постсоветского пространства друг к другу и, прежде всего, к России. Именно по этим причинам региональная интеграция на постсоветском пространстве обладает особой историко-культурной, экономической и геополитической уникальностью. Тем более, если говорить о СГ, которое сформировано, по сути, одним народом, поскольку русские и белорусы происходят от одного исторического корня, имеют общую историю, менталитет, единые представления об устройстве мира и т.д. Это также объясняет, почему в рамках СССР одним из наиболее успешных примеров экономического и хозяйственного взаимодействия было сотрудничество между белорусами и русскими (впрочем, в свое время именно сотрудничество русских и украинцев позволило Украине в составе СССР добиться значительных успехов во всех сферах жизни, как и многим другим народам, вступившим в союз с Россией). Важно, что именно Союзное государство России и Беларуси выступает как инструмент активизации интеграционных процессов в целом на постсоветском пространстве и объясняет гражданам стран, в чем преимущества этих процессов. Опыт СГ показал, что институты в процессах региональной интеграции играют ключевую роль. Они определяют формат и развитие интеграционного движения. Но само их становление на постсоветском пространстве требует длительного времени. Другой важный вывод сотрудничества в рамках СГ — признание особой роли России в стратегии интеграционного движения, которая при этом стремится к реализации паритета в постановке его целей. Кроме того, в СГ впервые был поставлен вопрос гармонизации норм и стандартов, которые осуществляют Россия и Беларусь совместно и в соответствии с международными стандартами.
2 Таким образом, особенности постсоветского пространства впервые в наиболее полной форме проявили себя именно в СГ. Союзное государство — это успешная интеграционная модель, тестовая площадка для развития евразийской интеграции в целом, поскольку в рамках этой модели решаются не только экономические, социальные, но и политические, геополитические вопросы и проблема безопасности.
