Аннотация

В последние годы Международная ассоциация развития (МАР), созданная для предоставления финансовой поддержки бедным государствам, значительные средства вкладывает в страны Центрально-Азиатского региона, в особенности в Узбекистан. Анализ деятельности международной организации за прошедшие три десятилетия в государствах этого региона показал, что эксперты МАР часто переоценивают возможности их правительств осуществить запланированные преобразования и выйти на траекторию устойчивого и инклюзивного роста. Причинами небольшой эффективности проектов и программ, финансируемых из средств МАР, зачастую являются институциональные сложности, возникающие из-за низкого качества государственного управления. В период до середины 2000-х годов в некоторых случаях отмечалось недостижение заявленных в проектах и программах целей вследствие ошибок, допускаемых экспертами МАР, при структурировании сделок.
