Abstract

The article characterizes the attitude of Ukrainian circles in the Habsburg Empire towards the Entente during the First World War. Since the outbreak of the war, Ukrainians of the Danube Monarchy did not criticize the Entente as such. As it was written in Ukrainian press and propaganda pamphlets, the main originator of the war was the Russian Empire with its violence and tendency to territorial expansion. So, its «civilized» allies took part in the war only for economic reasons. In contrast to Russia, Great Britain and France were not portrayed as Ukraine’s implacable enemies. Despite this, Western Ukrainian politicians did not try to establish any contacts with authorities of Russia’s Western allies. Even after Russia’s exit from the war at the beginning of 1918, the situation did not change. Contacts between the governments of the Entente’s members were established only by private initiatives. The main problem was that most of the Ukrainian politicians were not able to leave Austria-Hungary and other Central Powers, so, they could meet with the Entente’s representatives only on neutral territory. The most remarkable of the initiatives was undertaken by Vasyl’ Paneyko, who planned to create a Ukrainian legion to fight on the side of the United Kingdom and France. The leaders of the Western Ukrainian political establishment Yevhen Petrushevych and Kost’ Levyckyj did not support Paneyko’s idea, so it failed. The political establishment of the Austro-Hungarian Ukrainians remained loyal to the Habsburgs until the collapse of the Danube Monarchy, in spite of the inconsistency of Vienna’s policy in resolving the Ukrainian-Polish contradictions.
