1 On April 5, 2019, a scientific and practical round table on the Protection of Rights of Energy Market Players: Theoretical and Practical Issues was held within the framework of the 6th Moscow Legal Forum hosted by the Mosenergo and Moscow Energy Museum. The round table was dedicated to the 80th birthday of Corresponding Member of the Russian Academy of Sciences, Doctor of Law, Professor Valery A. Musin.
2 Representatives of the scientific, expert community and the community of judges, practicing lawyers, representatives of the Association of Lawyers of Russia, and representatives of major energy companies participated in discussions during the round table.
3 The participants of the round table viewed the exhibition of works by Valery A. Musin, a commemorative stand devoted to the most significant events in the life of V.A. Musin, materials relating to the Russian legal prize named after Valery A. Musin for contribution to the development of energy law.

6 Valery A. Musin was born on March 28, 1939. After graduating from comprehensive school in 1956, he entered the Department of Law of the Leningrad State University. In 1964, V.A. Musin defended his candidate thesis on the Legal Entity Notion. After postgraduate course, for three years, he worked in the Central Scientific Research Institute of the Maritime Fleet, where he dealt with issues of international maritime law, maritime trade and commercial practice. In 1967, V.A. Musin started working at the Department of Civil Law of the Leningrad University, where he went through all levels of teaching career from Assistant to Professor. In 1976, he defended his doctoral thesis on the Marine Insurance Contract under Soviet and Foreign Law. Insurance of Vessels and Cargo. From 1989 to December 22, 2015, V.A. Musin was the Head of the Department of Civil Procedure, the Faculty of Law, the Saint-Petersburg State University. Professor V.A. Musin was an adviser to the Constitutional Court of the Russian Federation; Chairman of the Court of Arbitration at the Saint-Petersburg Chamber of Commerce and Industry; Arbitrator of the International Commercial Arbitration Court at the Chamber of Commerce and Industry of the Russian Federation; Deputy Chairman of the High Qualification Collegium of Judges of the Russian Federation. In 2008, V.A. Musin was elected a corresponding member of the Russian Academy of Sciences. In the period from 2004 to 2008, V.A. Musin was the Deputy Delegate from the Russian Federation in the European Commission for Democracy through Law (the Venice Commission). In 2006-2009, V.A. Musin held the position of an ad hoc judge at the European Court of Human Rights. From 2009 to December 22, 2015, he was a member of the Board of Directors of Gazprom, PJSC.
7 V.A. Musin is the author of numerous scientific works. Valery A. Musin was awarded the Order of Honor, the lapel badge of the Russian Maritime Register of Shipping For Merit, first degree, and the order For Merit to the Fatherland, fourth degree (2010).
8 The students and the colleagues of Valery A. Musin noted not only his highly professional, but also human qualities such as kindness, responsiveness, desire to help, support, deep respect for students and colleagues.
9 The exhibition also presents a film of NTV TV company titled Professor Musin. Man for All Times, and a commemorative album published on the basis of the materials of the film.
10 Issues of the Energy Law Forum journal, which in 2019, holds its 5th anniversary, were presented to the participants of the round table. Valery A. Musin was a member of the Editorial Board of the Energy Law Forum journal, took part in presentation of the first issue of the journal within the framework of the Moscow Legal Forum in 2014.
11 Materials on presentation of the Russian Legal Award named after Valery A. Musin for contribution to the development of energy law were provided at the round table. The award was established by the Association of Lawyers of Russia in 2018. On December 3, 2018, on the Lawyers Day, the first laureates were awarded. They are Nikolay M. Kropachev, the Rector of the Saint-Petersburg State University, and Anna A. Efimova, Deputy Managing Director, Director for Legal Affairs of Mosenergo, PJSC.

13 The participants of the round table noted that the project on energy law is inextricably linked with the memory of Valery A. Musin. Valery Abramovich has always stressed the extreme relevance of this direction and the need for its development in close cooperation with practice.
14 The epigraph of the round table was the statement of Valery A. Musin that “the content of the law can be understood only after learning how it is applied in real life”.
15 The most relevant problems of legal regulation in the energy sector, issues of legal support for the protection of rights of energy market players were submitted for discussion by the participants of the round table. It is in the process of enforcement that gaps and contradictions in the current legal regulation, cases of ambiguous interpretation of the content of legal norms, and imbalance of interests of the parties to public relations are identified. Therefore, the legal analysis of the practice of pre-trial and judicial settlement of disputes in the energy sector is very important.
