Sustainable Energy: A New Vision of the Development Factors

Abstract

Since the beginning of the 21st century, the world energy industry has embarked on a path of transformation, the purpose of which is the formation of a new type of energy that meets the principles of sustainable development. This process was first of all launched by the policy of the governments of the countries aimed at reducing the technogenic impact of energy on the environment. Many studies have been carried out on the feasibility of stimulating the transformation process. The challenges posed by the spread of renewable energy sources have been identified, and the main drivers that have launched and are currently stimulating the transformation process have been analyzed. Despite a large number of studies, the fact that one of the drivers of the ongoing changes in the energy industry is the correspondence of the characteristics of sustainable energy systems to a new stage in the development of capitalist societies has been overlooked. The paper examines the energy industry's development trajectories in the context of the evolution of production organization models. It is shown that the trajectory of energy industry development is determined not only by its internal contradictions, the structure of the available resource base, scientific and technological progress and competition, but also by the general logic of socio-economic development, as well as current political narratives. The correspondence of the structures of a sustainable economy and the energy industry to the internal logic of the new organizational model inherent in the modern capitalist society turns out to be one of the drivers of the energy transition. It is concluded that due to the change in such informal institutions as the idea of a preferred future development of mankind, the norms of interaction between man and nature, as well as changes in the characteristics of energy markets, sustainable energy will continue to develop, despite its relatively low economic efficiency.

ВВЕДЕНИЕ
2 Первая индустриальная революция дала старт перманентным количественным и качественным изменениям в энергетике. В течение XIX в. объем потребляемых в мире энергоресурсов вырос с 305 млн до 1092 млн т н.э.1 [ист. 1]), расширился спектр способов их применения, увеличились дальность и объемы их транспортировки. Сформировались крупные энергетические компании, и между ними началась острая конкуренция. Регулярная смена периодов дефицита энергоресурсов и их перепроизводства обусловила высокую волатильность энергетических рынков. Зависимость социально-экономического состояния государств от объемов потребляемых ими энергоресурсов предопределила существенное влияние геополитических факторов на ситуацию в мировой энергетической отрасли и ее динамику. 1. 4 История показывает, что в основе эволюции энергетики лежит изменчивость самого общества [1]. С конца XIX в., когда началось формирование общества нового типа, опирающегося на масштабное потребление энергоресурсов, проблема функционирования отрасли стала одной из ключевых в мировом развитии. Работа У. Джевонса “The Coal Question” дала старт изучению перспективы исчерпаемости энергоресурсов, оценки ее социально-экономических и политических последствий [2]. Осознание роли энергии в обеспечении экономического благополучия и военной мощи государств сдвинуло энергетику в эпицентр геополитики. В процессе академического и практического анализа было выявлено, что траектория развития энергетической отрасли определялась и определяется не только ее внутренними противоречиями, структурой доступной ресурсной базы, научно-техническим прогрессом и конкурентной борьбой, но и общей логикой общественно-экономического развития, а также текущими политическими нарративами [3].
5 В 1987 г. публикация Международной комиссией по окружающей среде и развитию доклада “Наше общее будущее” положила начало формированию парадигмы устойчивого социально-экономического развития. Ее фундаментальной идеей является достижение такого состояния общества, когда удовлетворение текущих потребностей происходит без снижения возможностей потребления будущих поколений. В докладе утверждалось, что для избежания экологической и экономической катастроф человечество должно начать формировать экономику нового типа, основанную на принципах устойчивого развития [4].
6 В рамках такой парадигмы сформировалась и концепция устойчивой энергетики. Речь идет об обеспечении общества достаточным количеством энергоресурсов без снижения возможностей энергопотребления будущих поколений при одновременной минимизации техногенного влияния на окружающую среду. Устойчивая энергетика базируется на возобновляемой, малой, распределенной генерации, обеспечивающей всех людей равным доступом к энергетическим ресурсам. Согласно данным Всемирного банка, мир уверенно идет к достижению данной цели: так, за период с 2000 по 2020 г. доля населения, имеющего доступ к электроэнергии, возросла с 78.2 до 90.4% [ист. 2].
