European Gas Market Restructuring: Interests of Importing Countries and Gas Exporting Companies

Abstract

The article focuses on the process of restructuring the natural gas market in Europe. It is shown that the transformation of the European gas market is taking place under the decisive influence of the political decision of the European Commission and the governments of the EU largest gas consuming countries, first, to reduce gas consumption as much as possible in the shortest time; second, to replace Russian gas with imports from alternative sources. As both tasks have the highest priority, the EU countries act within the framework of political, not market logic, regardless of significant economic costs. To hedge against very high gas prices EU introduced since 15 February 2023 the market correction mechanism, capping the price of gas from the above. It is also expected the mandatory filling of gas storage facilities to at least 90% of their capacity before the winter season since 2023 would pressure gas prices downwards. Natural gas exporting companies operate within a system of market coordinates and are ready to participate in the process of transforming the European natural gas market only to the extent that does not contradict their economic interests. The politicization of gas cooperation between the EU and the US at the interstate level cannot change the market behavior of companies. Given the uncertainty regarding the perspective demand for gas in Europe, gas exporting companies are interested in concluding long-term contracts for the export-import of gas on a “take or pay” basis. Europe’s unwillingness to massively engage into the long-term import-export contracts for LNG and readiness to bear additional costs in the form of elevated gas prices will allow companies in the short-term period to make high profits on the spot market.

ВВЕДЕНИЕ
2 Со второй половины 2021 г. на европейском рынке был резко нарушен баланс спроса на природный газ и его предложения, что привело к существенному росту цен. В 2022 г. экзогенный шок в виде геополитического кризиса на Украине и вокруг Украины, санкции Евросоюза в отношении России и российских компаний и контрсанкции окончательно разрушили энергетический рынок Европы и привели к острейшему кризису.
3 Два последних года рынок газа в регионе претерпевает глубокую и болезненную трансформацию. Определяющее влияние на нее оказывают политические цели Еврокомиссии и правительств европейских стран, являющихся крупнейшими потребителями этого топлива и сырья. Ими эксплицитно сформулированы две главные цели: во-первых, добиться в короткие сроки максимально возможного сокращения потребления природного газа, что полностью укладывается в идеологему “зеленого” энергетического перехода; во-вторых, заменить российский газ импортом из альтернативных источников.
4 Обе цели реализуются с учетом ограничений, задаваемых реальным раскладом интересов и возможностей в мировой газовой промышленности, а также динамикой общего экономического развития европейских стран. Однако энергетическая безопасность объявлена высшим приоритетом, поэтому действующие в рамках неэкономической логики страны ЕС готовы и/или вынуждены нести существенные издержки. По неполным оценкам, для купирования энергетического кризиса и перестройки энергетических рынков страны ЕС и Великобритания в сентябре 2021 – январе 2023 г. выделили бюджетные и финансовые ресурсы в размере 750 млрд евро, или около 4% их совокупного ВВП. Германии заявленные чрезвычайные меры поддержки обойдутся в 7.4% ВВП, Италии – 5.2, Великобритании – 3.8, Франции – 3.7 и Испании – 3.4% [ист. 1] (рис. 1).

Сценарные прогнозы спроса на газ в ЕС
6 Перспективы спроса на газ в странах Евросоюза критически зависят от скорости энергетического перехода. За последние пять лет Еврокомиссия разработала и приняла ряд директивных документов, нацеливающих государства-члены в том числе на ускоренное снижение потребления газа. Среди этих документов – Закон ЕС о климате (июнь 2021 г.), “Готовность 55” (июль 2021 г.), Директива по возобновляемым источникам энергии (ВИЭ) (июль 2021 г.). Под влиянием экзогенного политического шока Евросоюз принял решение форсировать отказ от газа в кратчайшие сроки, что нашло отражение в программе “РеЭлектрификацияЕС” (RePowerEU, май 2022 г.).
7 В табл. 1 обобщены целевые установки из этих документов по потреблению газа в 2030 г. В ней также представлены сценарные прогнозы спроса на газ в ЕС, подготовленные в 2022 г. Международным энергетическим агентством (МЭА) и Европейской сетью операторов газотранспортных систем (10-летние планы развития сетей – TYNDP) до газового кризиса 2022 г. В 2022 г. спрос на газ в ЕС сократился до 357 млрд м3, что на 13% ниже уровня 2021 г. Импорт из России снизился со 167 до 81–85 млрд м3. Если в 2021 г. отношение импорта российского газа к совокупному газопотреблению ЕС составляло 40.5%, то в 2022 г. этот показатель понизился до 23–24% [2, 3, 4; ист-ки 1, 2, 3].
