American “Digital Curtain” to Isolate China

Abstract

The Biden administration openly declares Washington’s intention to “play offense, act more aggressively” against China, which, in its opinion, is an “unfriendly” country and pursues a policy of “military-civilian fusion” aimed at undermining American production and national security. In accordance with the doctrine of “precision decoupling”, the desire to “actively strangle large segments of the Chinese technology industry” becomes a priority instrument of pressure on China and is put above the commercial interests of American companies and concerns about the possible diplomatic or economic consequences of these steps. Subsidies, tax incentives, as well as regulations obliging American enterprises to use local raw materials, components and parts become the main instruments of competition designed to “put an end” to US dependence on imports of semiconductor products. The possibility of extending restrictions on the sale of almost any equipment containing at least a small proportion of American technologies is being studied. The actions of the Biden administration are based on the presumption of the existence of an insurmountable gap in the scientific and technical power of the United States and China. However, an objective analysis of the existing global economic relations in the semiconductor industry indicates a high degree of dependence of this industry in the United States on the state of cooperation with firms in China, Taiwan and South Korea. A radical restructuring of supply and logistics chains can lead to an increase in production costs and, ultimately, to disruptions in the US manufacturing sector. Despite the sanctions, China aims to increase its share in the semiconductor technology market and intends to concentrate resources on original and innovative scientific and technical research to pursue a course towards self-sufficiency.

1 Сосредоточившись на идее американского лидерства, администрация Д. Байдена склонна воспринимать впечатляющие достижения КНР в сфере инновационных технологий как вызовы для национальной безопасности США. Откликаясь на призывы антикитайского лобби в Конгрессе США, действующего в тандеме с американскими промышленными корпорациями, президент Байден обещал вернуть США статус “мастерской мира”, поставить заслон “технодиктатуре” КНР и намерению Пекина позиционировать Китай в качестве “ведущей мировой научно-технической сверхдержавы” [ист. 1]. Одна из важнейших целей – обнуление усилий Китая по модернизации полупроводниковой промышленности. Утверждается, что если Китай сможет потеснить американские ТНК в микроэлектронике, это даст ему возможность совершить прорывы и в других технологических областях, имеющих определяющее значение для экономики XXI века.

3 Спекулируя на тезисе о высокой вероятности приближения “сумеречного периода” американского технологического доминирования, официальный Вашингтон объявил производство полупроводников “мультипликатором силы” и даже приравнял их к “новой нефти”. Заявлено также о стремлении администрации Байдена положить конец зависимости страны от импорта из “недружественных” государств и сделать так, чтобы глобальные цепочки стоимости (ГЦС) начинались и заканчивались в Америке. На смену стратегии сохранения относительных преимуществ, ставившей перед США задачу оставаться по применяемым инновационным технологиям на пару поколений впереди конкурентов, приходит ставка на безусловное и не ограниченное временны́ми рамками мировое доминирование в сфере инноваций [ист. 2]. Эксперты говорят в этой связи о “фазовом сдвиге” в стратегии Белого дома, угрожающем переходом от “яростной“ конкуренции к бескомпромиссной “технологической войне”. Отмечается также, что, вопреки догматам рыночной экономики, первоначальная конкуренция между компаниями США и Китая переросла в технологическое противостояние на государственном уровне.
4 За последнее десятилетие Китай не только вырвался в число мировых лидеров по массовому производству полупроводников, но и совершил прорыв в выпуске компьютеров и мобильных телефонов, обошел большинство своих конкурентов по квантовым вычислениям, навигационным спутниковым системам, искусственному интеллекту (ИИ), далеко продвинулся по пути цифровизации промышленности [1]. В то же время американские ТНК, привыкшие находиться в авангарде развития ключевых технологий, сделали ставку на “бесфабричное” (fabless) производство полупроводников и сосредоточили усилия на самых высокодоходных этапах производственной экосистемы: проектировании передовых микросхем, выпуске самых совершенных полупроводниковых продуктов и разработке программного обеспечения для автоматизации производственных процессов. Массовое изготовление чипов, находящих применение в огромной номенклатуре изделий, где делается ставка на надежность и безотказность, передано на аутсорсинг азиатским “литейкам” (foundries).
