Abstract

In the foreign policy section of the President V. Putin’s Address to the Federal Assembly on February 21, 2023, the most conspicuous was the new subject – the suspension of Russia’s participation in the New START Treaty. Among the reasons provided as justification of this decision was the absence of limitations on the nuclear forces of the two U.S. NATO allies – the Great Britain and France. Most probably, the main reason for the decision of the Russian leadership on the New START was political in nature – countering the policy of the U.S. and its allies, aimed at the defeat of Russia in the military conflict in Ukraine. At the same time, the suspension of the New START is prone with the break of the treaty-based strategic relationship of the two nuclear superpowers and the collapse of the whole regime of nuclear arms control. Still, provided improvement of the international politics: peaceful settlement of the military conflict in Ukraine, moving of the West and Russia away from the overwhelming confrontation – the resumption of the strategic limitation dialogue between the U.S. and Russia is possible. However, the subject of involving the Great Britain and France in arms control will stay on the agenda. Thirty years ago, the sum of their forces was about 4% of the strategic forces of each of the two superpowers, whereas now it is close to 35% due to the reductions of the U.S. and Russian strategic arms since 1991. Resolving this problem would require innovative application of legal norms and the use of the experience and precedents elaborated during half a century of strategic negotiations.

2 Для тех, кто интересуется международной политикой, в ежегодном Послании российского президента В.В. Путина Федеральному Собранию от 21 февраля 2023 г. наиболее выпукло прозвучали две темы. Первая и, несомненно, главная – это вооруженный конфликт на Украине и вокруг нее, который стал водоразделом всей мировой политики. Вторая – приостановка участия России в Договоре о мерах по дальнейшему сокращению и ограничению стратегических наступательных вооружений (ДСНВ, также обозначаемому в России как Договор СНВ-3).
3 По первому вопросу президент России привел много доводов в обоснование идеи, ставшей краеугольным камнем ведения Специальной военной операции (СВО) на Украине: “…Это они развязали войну, а мы использовали силу и используем, чтобы ее остановить” [ист. 1]. Конечно, это тема отдельного анализа, но она оказалась тесно связана с проблематикой ДСНВ.

5 По второму поводу президентом были выдвинуты три разряда аргументации. К политическим доводам можно отнести отсылку к общей антироссийской кампании “коллективного Запада” в связи с украинскими событиями, включая массовые поставки вооружений и военной техники Украине, беспрецедентные экономические и политические санкции против России. По этому поводу было сказано: “США и НАТО прямо говорят о том, что их цель – нанести стратегическое поражение России. И что, после этого они как ни в чем не бывало собираются разъезжать по нашим оборонным объектам, в том числе новейшим? Неделю назад, например, мною подписан Указ о постановке на боевое дежурство новых стратегических комплексов наземного базирования. Они и туда собираются сунуть свой нос? И думают, что так просто – мы их туда пускать будем просто так?” [ист. 1]. Действительно, в сложившейся ситуации это может вызывать возмущение, хотя в принципе именно такие взаимные меры транспарентности и предсказуемости были наработаны за прошедшие полвека в качестве гарантий сокращения вооружений и стратегической стабильности.
6 Среди технических аргументов следует выделить предоставление Украине американских разведданных для нанесения ударов по российским базам тяжелых бомбардировщиков, которые применяются для ракетных ударов по Украине и в то же время являются предметом ограничений СНВ-3. Кроме того, было указано на препятствия, чинимые российским инспекторам для посещения военных баз США (визовые препоны, ограничение коридоров пролетов воздушных судов через третьи страны, блокирование финансовых трансакций), а также на неприемлемые для РФ методы вывода из боевого состава американских стратегических ядерных сил (СЯС) ряда ракетных пусковых установок и тяжелых бомбардировщиков (в общей сложности до 100 носителей).
7 Однако самое интересное – это приведенные Владимиром Путиным стратегические аргументы против СНВ-3. Помимо отказа США признавать взаимосвязь наступательных и оборонительных стратегических вооружений, было указано также на то, что Договор не ограничивает ядерные силы Великобритании и Франции. Конкретно президент заявил: “Выступив со своим коллективным заявлением, НАТО фактически сделало заявку на то, чтобы стать участником Договора о стратегических наступательных вооружениях. Мы с этим согласны, пожалуйста. Более того, считаем, что такая постановка вопроса давно назрела, ведь в НАТО, напомню, состоит не одна ядерная держава – США, ядерные арсеналы также есть и у Великобритании, и у Франции, они совершенствуются, развиваются и тоже направлены против нас – они же тоже направлены против России. Последние заявления их лидеров это только подтверждают…” [ист. 1].
