Arctic Science Diplomacy of the USA and Canada: A Comparative Analysis

Abstract

The article examines the U.S. and Canadian Arctic Science Diplomacy (ASD) in a comparative perspective. The authors have identified the main reasons – scientific and geopolitical – for the use of the ASD in the region by these two countries, as well as by key state and non-state actors involved in its coordination and implementation. The ASD priorities for both countries include climate change implications, environmental problems, oceanography, geophysics, glaciology, permafrost, Arctic flora and fauna, conservation of biodiversity, Arctic shipping and transport infrastructure, rational use of Arctic mineral and biological resources, local communities, indigenous peoples, integration of traditional knowledge into science, and so on. Based on the analysis, it was found that both the USA and Canada recognize the important role of the Arctic Science Diplomacy in the successful implementation of their Arctic strategy and consider this kind of “non-traditional” public diplomacy to be a rather significant resource of their policy in the Far North. The Canadian ASD has to a greater extent an internal rather than an external orientation, while the U.S. ASD basically serves as an instrument of promotion of American national interests in the region. However, the United States pay less attention to the Arctic Science Diplomacy than Canada. The American ASD infrastructure (including the research centers and polar stations network as well as the research vessel fleet) is less developed than the Canadian one. In addition, in the U.S. strategic documents on the Arctic, unlike Canadian strategies, the coercive component is most clearly traced, which makes the United States a less attractive international partner and imposes certain restrictions on the participation of American ASD actors in Arctic cooperation. Moreover, the United States is very suspicious of the ASD of those regional “players” whom they have listed as unfriendly states (including Russia and China), which also serves as an obstacle to the development of Washington’s scientific cooperation with international partners in the Far North.

2 Несмотря на то что феномен научной дипломатии (НД) существовал в истории человечества уже длительное время, само это понятие появилось лишь в XXI в. В результате развития теории публичной дипломатии стали возникать ее новые измерения и подвиды. Одной из первых фундаментальных теоретических попыток осмысления НД стал основополагающий совместный доклад Королевского общества1 и Американской ассоциации содействия развитию науки2 “Новые рубежи научной дипломатии: навигация по меняющемуся балансу сил” (“New Frontiers in Science Diplomacy: Navigating the Changing Balance of Power”). Доклад был опубликован по итогам обсуждения совещания, прошедшего 1–2 июня 2009 г. в Лондоне. В качестве важного вклада в теорию научной дипломатии стоит отметить выделение трех ее измерений: наука в дипломатии, дипломатия для науки и наука для дипломатии. Однако теоретический подход, представленный в докладе, был нацелен на характеристику, скорее, форм НД, чем ее природы. К тому же он был ориентирован на восприятие научной дипломатии только как инструмента государственной политики: роль негосударственных акторов (включая академическое сообщество), по большому счету, игнорировалась [ист. 1]. 1. 3 В рамках нашего исследования более подходящим представляется прагматичный подход к НД, предложенный группой бывших и действующих дипломатов из разных стран и нацеленный на выделение трех ее уровней путем продвижения и/или удовлетворения:
4 – национальных интересов той или иной страны, включая использование инструментов “мягкой силы”;
5 – трансграничных интересов, если в дело вовлечены две страны и более;
6 – глобальных интересов и потребностей, если проблемы имеют общепланетарный масштаб [1].
7 Что касается сути арктической научной дипломатии, то в данной статье под ней понимается разновидность публичной дипломатии, применяемой как отдельными странами, так и многосторонними институтами для укрепления международного научно-технической сотрудничества и решения наиболее важных проблем на Крайнем Севере. При этом стоит подчеркнуть, что в нее вовлечены как государственные, так и негосударственные структуры (к последним относятся академические сообщества, институты гражданского общества, профессиональные научные организации и ассоциации) [2].
8 В данном исследовании ставится задача проведения сравнительного анализа арктической научной дипломатии двух соседних и вместе с тем союзных государств – США и Канады – на предмет выявления сходства и различия. Сравнительный анализ АНД двух стран проводится на основе нескольких критериев, включающих такие показатели, как упоминание арктической научной дипломатии в стратегических документах этих стран, наличие координирующих органов на уровне государства и академического сообщества, характер ее приоритетов, проведение престижных международных конференций, членство в международных научных организациях и ассоциациях, а также состояние научно-исследовательской инфраструктуры (наличие полярных станций и научно-исследовательского флота) (см. таблицу).
