Abstract

The article studies new foreign policy of South Korea after the administration change in Seoul in May 2022. Over the last period, the external environment for the country has become more complex. That was due to the growth of rivalry between the USA and China, COVID-19 pandemic implications as well as the Ukrainian crisis, which resulted in increased global and regional instability and disruption of previously established supply chains. Along with that, the confrontation on the Korean Peninsula has become deeper and more protracted with no way forward to break that impasse. All previous attempts to engage North Korea into the dialogue, made by the Moon Jae-in administration, have failed. Those factors affected the priorities chosen by the new administration in foreign affairs. The author concentrates on the concept of the “global pivotal state” announced by the Yoon Suk-yeol’s government. With the criticism of the previous government’s approach that was narrowly focused on Inter-Korean agendas, the new foreign policy team is going to pursue the brand of a “value diplomacy”, emphasizing South Korea's role in promoting “liberal democracy” and “rules-based regional order”. As for North Korea, Yoon Suk-yeol has shifted his strategy to a hard-line approach which implied strengthening deterrence and raising credibility of the U.S. assurances to provide a nuclear umbrella to defend its ally. The article highlights Seoul’s new policy aimed at rebuilding and strengthening the “comprehensive global alliance” between the ROK and the USA that presupposes cooperation on a wide range of international and regional agendas beyond the Korean Peninsula. The paper explores some emerging political dimensions of South Korea in the Indo-Pacific region. It is shown that Seoul wishes to be an active participant of the U.S.-led mini-lateral arrangements to ensure its expanded economic and security interests in the region

2 Смена власти в Республике Корея в результате победы на президентских выборах в марте 2022 г. кандидата от консервативной оппозиции Юн Сок Ёля оказала значительное влияние на формирование внешнеполитического курса Сеула.
3 В числе важных международных факторов, предопределивших эти сдвиги, следует упомянуть появление серьезных глобальных и региональных кризисов, включая ситуацию вокруг Украины, нарастание соперничества между США и Китаем и формирование в результате этого новой биполярности в Северо-Восточной Азии. Антагонистические отношения между ведущими державами мира, наложившиеся на последствия пандемии COVID-19, чреваты серьезными сбоями в функционировании сложившихся в предыдущий период ключевых логистических цепочек. Это выводит проблему экономической безопасности Южной Кореи из сферы чисто академических исследований в область государственной стратегии, что определяет необходимость принятия конкретных политических решений.
4 Кроме того, конфронтация на Корейском полуострове приобретает все более глубокий и затяжной характер, и путей выхода из нее в обозримой перспективе не просматривается. Это связано с продолжающимися усилиями КНДР по реализации масштабных военных программ в ракетно-ядерной области и неудачными попытками вовлечения Пхеньяна в диалог, которые предпринимались предыдущей администрацией РК. На этом фоне преобладающим в Сеуле становится мнение, что задачей в отношениях между Югом и Севером Кореи является уже не столько достижение примирения или полной денуклеаризации полуострова, сколько недопущение перерастания нынешнего кризиса вокруг ядерной проблемы в острый межкорейский конфликт [1].

6 Еще в ходе президентской избирательной кампании Юн Сок Ёль и его внешнеполитическая команда обозначили стремление в случае победы на выборах добиваться повышения международного статуса Южной Кореи до уровня “глобального ведущего государства” (global pivotal state). В своих первых интервью политик разъяснял, что РК предстоит стать “более ответственным и уважаемым членом международного сообщества, которое выступает в защиту мира, демократии и сотрудничества и вносит вклад в продвижение либерально-демократических ценностей” [2].
7 Идея “глобализации” южнокорейской политики отнюдь не нова – в прошлом она выдвигалась в разных формулировках консервативными администрациями, в том числе президентом Ли Мен Баком (2008–2012 гг.), в правительстве которого работали многие члены команды нынешнего президента. Однако в нынешней интерпретации это означает не только приверженность “дипломатии ценностей”, но также становится выражением недовольства политикой предыдущей администрации, деятельность которой, как теперь полагают, была чрезмерно сфокусирована на узких целях, вроде “наведения мостов” с Северной Кореей в ущерб другим, не менее актуальным, национальным задачам.
