Russian Swiss Relations: A Sanction Trap

Abstract

The article analyzes the state of Russian-Swiss business cooperation in the new world realities that have developed since February 2022. The author notes that a feature of Russian business in Switzerland is the trade in commodities (petroleum products, gold and platinum, rare earth metals and fertilizers). An important role is played by the placement of personal capital of super-rich Russian businessmen who use Switzerland for their safe storage. The Russian special military operation in Ukraine provoked a harsh reaction from the Swiss authorities. On February 28, 2022, the Federal Council joined the EU sanctions. The assets of persons included in the sanction’s lists are blocked, establishing new business relations with them is prohibited. Swiss airspace is closed to all flights from Russia. Thus, the Swiss authorities have sacrificed the reputation of a “safe harbor”, which they have created for themselves over the past 200 years. Businessmen working with Russia were very cautious about the outbreak of the sanctions war. Swiss business in Russia is represented by portfolio investments in the food, pharmaceutical, logistics, construction and raw materials industries. About 200 companies are associated with the Russian market, employing almost 40.000 people. Several companies, primarily construction, pharmaceutical and food companies, are still delaying their exit from the Russian market. They believe that the import substitution policy pursued by Russia may call into question the indispensability of their commercial products and a return to the Russian market will be impossible. However, violation of the sanctions leads to imprisonment for up to five years and a fine of up to CHF 1 million. According to the author, given the accession of Switzerland to the policy of sanctions in the financial sector, it will lose its credibility as a safe haven for storing Russian capital, giving way to the Arab Emirates, and as for the supply of traditional export goods to Russia – industrial and electrical equipment, pharmaceutical products, then by the time the sanctions are eased, the market will have already been redistributed, and it will be very problematic to return to it.

ВВЕДЕНИЕ
2 Прокси-война, навязанная России блоком НАТО во главе с США на территории Украины, привела к радикальным сдвигам в структуре мирового сообщества. Политическое словоблудие пересилило экономическую целесообразность, и правящие элиты, отбросив свои национальные приоритеты, включились в русофобскую коалицию ненависти. В этом коллективном водовороте оказалась и ранее нейтральная Швейцария.
3 Поддержка официальным Берном санкций, введенных США и Евросоюзом, поставила деловые круги России и Швейцарии в сложное положение. Впервые за последние 200 лет Конфедерация фактически отказалась от многолетней политики внешнеполитического нейтралитета. Расшифровывая новую стратегию некого “кооперационного нейтралитета”, президент И. Кассис заявил, что страна “на деле привержена гуманитарным принципам и не может стоять в стороне, когда их попирают ногами” [ист. 1].
4 Библиографический аппарат статьи не богат научными монографиями, которые еще ждут написания. Основной упор сделан на анализе фактологических источников – официальных заявлений президента Конфедерации, документов Федерального совета, аналитических статей СМИ, а также бюллетеней швейцарских компаний. Прежде всего, это заявление президента И. Кассиса от 24 февраля 2022 г. о присоединении Конфедерации к антироссийским санкциям [ист. 1] и его речь на международной конференции в Лугано 5 июля 2022 г. по вопросам помощи Украине [ист. 2]. Среди документов федеральных органов наибольший интерес представляют “Стратегия внешней политики 2020–2023” [ист. 3], а также материалы Государственного секретариата по экономическим вопросам (SECO), на который возложено составление и ведение санкционных списков, а также контроль за реализацией санкций. Картотека лиц, на которых наложены санкции, и краткое описание их бизнеса находятся в публичном доступе на вебсайте SECO [ист. 4].
5 В группе информационно-аналитических материалов следует выделить публикации таких швейцарских СМИ, как 24 Heures, Bilan, Le Temps, Tages-Anzeiger, Blick. Один из примеров содержательного анализа – опубликованный в декабрьском (2021 г.) номере журнала Bilan “классификатор миллионеров” [ист. 5]. Полезное исследование на ту же тему – “Каким образом русские встроились в деловой мир нашей страны?” [1].
6 Обширную и глубокую информацию из Швейцарии на политические, экономические, культурные и общественные темы предоставляют русскоязычная редакция SWI SwissInfo и агентство Keystone-SDA. Ценным источником информации о состоянии бизнеса являются бюллетени и пресс-релизы крупнейших швейцарских банков и компаний (Glencore, Sika, UBS, ABB, Philip Morris, Schindler, Nestlé, Lafarge, Holcim, Omya, MSC). В целом ведущиеся ныне в Швейцарии дискуссии по санкционной теме носят сугубо антироссийский характер и, в частности, изобилуют призывами к конфискации имущества российских олигархов.
