Oligarchs without Oligarchy: the Structural Factors of Institutional Reforms in Georgia

Abstract

After the ‘rose revolution’ Georgia significantly improved its governance and state institutions. Scholars explain it with the professional and personal qualities of the reformist team led by Mikhael Saakashvili, with the concentration of power in the hands of the reformers, and with the international settings. However, most of those explanations hardly work in case of the reforms that were implemented after Saakashvili’s team lost the power in 2012. From 2012 to 2020 Georgia have retained and even slightly improved the quality of state institutions. Also, the governments of the ruling ‘Georgian Dream’ party implemented three major reforms: of judiciary, of local self-government, and of public service. Why did Georgia continue reforms despite its domestic political settings changed dramatically after 2012? The paper aims to reveal structural factors which support the long-term reformist course. We point out three factors. The first is that the structure of Georgia’s economy and the constellation of the elite’s interests preclude the making of influential oligarchy able to significantly distort the state institutions. Unlike Ukraine, Georgia did not inherit from the USSR large export-oriented and lucrative heavy industrial sector that could have become and economic base for making sustainable financial-industrial groups with strong political influence. Unlike Moldova, Georgian home-grown “oligarchs” were locked within the small consumer market of their country and served as clients of the political leaders. The richest politicians in Georgia like like Bidzina Ivanishvili, late Badri Patarkatsishvili, late Kakha Bendukidze played their own political game but the main sources of their were wealth abroad, their economic interest lay far beyond the national scale and they have (had) no strong incentives to distort the state institutions in the country. Therefore “oligarchs” in Georgia did not make obstacles for reforms. The second factor is that the opposition in 2012-2020 did not have reasons to obstruct reforms implemented by “Georgian Dream” governments, because most of those reforms opened new ways (municipal reform) or gave new guaranties (judicial and public service reforms) for political participation. The third is the geopolitical one. The confrontation with Russia since 2004 provides Georgian political elite strong motivation to continue reforms in order to secure the Western patronage.

ВВЕДЕНИЕ
2 Реформы в Грузии обычно отождествляют с президентом Михаилом Саакашвили и эпохой его пребывания у власти в 2004–2012 гг. В этот период Грузия значительно улучшила почти все показатели качества государственного управления, далеко обойдя своих постсоветских соседей и по некоторым параметрам сравнявшись со странами ЕС. Но с уходом Саакашвили и его команды в 2012–2013 гг. реформы в Грузии не закончились. Страна не только сохранила достигнутое ранее качество государственных институтов, но и сумела провести несколько крупнейших реформ. После 2012 г., когда к власти в стране пришла партия “Грузинская мечта” во главе с миллиардером Бидзиной Иванишвили, Грузия впервые создала полноценное местное самоуправление на всей территории страны, установила несменяемость судей и приняла новое законодательство о государственной гражданской службе.
3 Институциональные преобразования, проведенные в Грузии после 2012 г., почти не обсуждаются в литературе. Исследователи делают акцент либо на социальной политике Иванишвили, призванной компенсировать для населения издержки ультралиберального курса его предшественника [1], либо на отдельных направлениях реформирования [2, 3]. Между тем этот сюжет заслуживает более пристального внимания. Сам факт продолжения реформ после 2012 г. опровергает распространенное мнение, что успех команды Саакашвили объясняется удачными действиями уникальных людей в уникальных же обстоятельствах. Если успех стабилен, то есть реформы продолжаются после ухода знаменитой реформаторской команды, то должен быть поставлен вопрос о структурных факторах, позволяющих Грузии на протяжении длительного времени поддерживать реформаторский курс и высокое качество государственных институтов.
4 В этой статье мы сосредоточимся на структурных причинах успеха институциональных реформ в Грузии. Для этого авторы разберут ранее сформулированные в литературе объяснения этого успеха, чтобы оценить их состоятельность. Затем подробно проанализируют ключевые преобразования, проведенные в Грузии после 2012 г., сделав акцент на том, как изменилась стратегия реформ по сравнению с периодом 2004–2012 гг. После этого будет предложено собственное объяснение успехов Грузии, лежащее на стыке структуры экономики страны и конфигураций интересов элиты.

6 Оценки грузинских реформ неоднозначны, особенно в России, где их одобрение или осуждение нередко выступает в качестве маркера политических взглядов на изменения, происходящие в Грузии и действия властей этой страны.
7 Собственно, экономические результаты реформ не впечатляют: подушевой ВВП Грузии (14.9 тыс. долл. по ППС, данные Всемирного банка, 2020 г.) лишь незначительно превышает таковой у ее соседей – Азербайджана, Армении, а также других постсоветских государств Причернорморья – Украины, Молдовы и сильно отстает, например, от белорусского (20 тыс. долл.). Грузия по-прежнему страдает от безработицы, хронического дефицита торгового баланса, серьезно зависит от денежных переводов от трудовых мигрантов из-за рубежа. Экономического чуда не случилось.
