Migration Risks Of The Afghan Crisis

Abstract

The hasty withdrawal of US troops and their NATO allies from Afghanistan in August 2021 caused an acute, but local-scale migration crisis. During this crisis, about 200 thousand people were evacuated from the country by the air forces of the Western coalition. The difficult socio-political and economic situation inside Afghanistan after the Taliban seized power poses a threat of a much larger migration crisis. Analogies with the migration consequences of the civil war in Syria, which has been going on since 2011, make it possible to predict the appearance of 8-9.5 million Afghan refugees within a few years who will go to Iran, Pakistan and Central Asia in the event of an aggravation of the internal conflict and further deterioration of the socio-economic situation in Afghanistan. About 1 million of them may end up in Tajikistan, Uzbekistan and Turkmenistan in case of a negative scenario. The appearance of large masses of refugees in Central Asian countries that do not have developed economies will lead to an acute humanitarian crisis. The existence of a visa-free regime between Russia and most of these states will eventually allow immigrants from Afghanistan to freely visit its territory. The penetration of members of radical Islamist organizations based in Afghanistan into the CIS countries is particularly dangerous. The most negative scenario is the spread of a zone of military instability on the territory of Tajikistan, Uzbekistan and Turkmenistan bordering Afghanistan, where about 50 million people live. The destabilization of these states threatens the emergence of mass forced emigration of their indigenous Muslim population to Kyrgyzstan, Kazakhstan and Russia. The negative consequences of these processes will be an increase in the burden on the budget, the education, health and social security systems, the aggravation of terrorist threats, the criminogenic situation and interethnic conflicts. In the long term, mass migration from Central Asia will lead to the transformation of the ethno-confessional structure of Russia, which, in the conditions of depopulation of its population due to the COVID-19 epidemic, may become irreversible.

АФГАНСКИЙ МИГРАЦИОННЫЙ КРИЗИС В АВГУСТЕ–СЕНТЯБРЕ 2021 г.
ПРОГНОЗИРУЕМЫЕ МАСШТАБЫ АФГАНСКОЙ ЭМИГРАЦИИ
СЦЕНАРИИ МИГРАЦИОННОГО КРИЗИСА
1 Спешный вывод войск США и НАТО из Афганистана в августе 2021 г., который привел к захвату власти талибами, сопровождался эвакуацией в течение двух недель более 196 тыс. человек. Несмотря на прекращение масштабных боевых действий, сложная внутриполитическая и социально-экономическая ситуация в Афганистане грозит спровоцировать еще более значительный миграционный кризис, способный затронуть Россию. Афганистан граничит с тремя из пяти стран Центральной (Средней) Азии – Туркменией, Узбекистаном и Таджикистаном1, с двумя последними РФ поддерживает безвизовый режим. Приток афганских беженцев в Центральную Азию позволит им по мере натурализации свободно посещать Россию и устраиваться на работу в качестве граждан стран СНГ. Контролировать миграционные потоки будет крайне сложно. В то же время те из них, кто направляется в Иран и Пакистан, угрозы для России и СНГ вследствие отсутствия общего безвизового пространства не представляет. 1. По данным The World Factbook, протяженность границ Афганистана с Таджикистаном составляет 1357 км, с Туркменистаном ‒ 804 км, с Узбекистаном ‒ 144 км (см.: Afghanistan. The World Factbook. 04.01.2022.) По информации МИД Таджикистана, протяженность границы с Афганистаном составляет 1344.15 км.
2 Особенно чувствительны последствия афганской иммиграции для обеспечения безопасности. Присутствие в Афганистане, помимо “Талибана”, целого ряда экстремистских организаций, в том числе этнических группировок выходцев из Центральной Азии, создает угрозу их инфильтрации в соседние страны. Следствием этого станет распространение радикального ислама, усиление военно-политической нестабильности и террористической активности. К числу наиболее активных террористических группировок, действующих в северных и северо-восточных провинциях Афганистана, принадлежат афганское подразделение ИГИЛ2 – ИГИЛ-Хорасан, “Исламское движение Узбекистана”, “Исламское движение Восточного Туркестана”, таджикская группировка “Джамаат Ансарулла”, узбекская “Катибат Имам аль-Бухари” и “Джундалла”3. При этом среднеазиатские группировки и боевики в составе самого “Талибана” тесно связаны с “Аль-Каидой” [1, сс. 72-73]. 2. Организация запрещена на территории РФ.

Оценки числа действующих в Афганистане террористических группировок различаются, в том числе на официальном уровне. 10 ноября 2021 г. председатель Совета безопасности РФ Николай Патрушев в Нью-Дели заявил, что в Афганистане действуют более 20 террористических структур, а заместитель генерального секретаря ОДКБ Валерий Семериков 7 декабря 2021 г. сообщил, что в стране действуют 13–14 террористических организаций. При этом оба они назвали одинаковую численность их участников – более 23 тыс. боевиков.
3 Миграционное измерение афганского кризиса обусловлено не только географическим положением Афганистана, но и этноконфессиональным составом его населения. Для большинства титульных этносов стран Центральной Азии характерен трансграничный тип расселения: таджики, узбеки и туркмены проживают как в “своихˮ государствах и других странах региона, так и на севере Афганистана, где присутствуют также небольшие группы казахов и киргизов [2]. Этнические связи невольно вовлекают страны Центральной Азии в афганский кризис. Причем в большинстве случаев это происходит вопреки их стремлению дистанцироваться от внутриафганских проблем и поддержки одной из сторон конфликта, что грозило бы втягиванием в военные действия и экспортом нестабильности на свою территорию4. 4. После захвата власти в Афганистане талибами в защиту проживавших на его территории представителей титульного этноса из стран Центральной Азии активно выступил лишь Таджикистан, тогда как остальные страны региона заняли скорее нейтральную позицию.

5 Вывод западного военного контингента из Афганистана, завершившийся 31 августа 2021 г., спровоцировал острый миграционный кризис. За две последние недели августа США и их союзники вывезли из Афганистана более 196 тыс. граждан иностранных государств и сотрудничавших с ними афганцев [ист. 1]. Почти две трети эвакуировали США, располагавшие самым большим парком транспортной авиации. Оценки числа вывезенных беженцев в первые дни после завершения эвакуации несколько варьировалась. Вначале прозвучала цифра 122 тыс., включая 6 тыс. американцев [3]. 3 сентября 2021 г. Минобороны США сообщило о вывозе 124 тыс. человек [ист. 2], а днем ранее на брифинге Госдепартамента прозвучала цифра 125 тыс. [ист. 3]. После завершения эвакуации в Афганистане осталось около 200 американцев, не сумевших добраться до аэропорта [4]. В середине августа не менее 12 граждан США погибли во время беспорядков в аэропорту Кабула [ист. 4], возникших в ходе эвакуации.
