National development policies in the face of global challenges: the irish “pendulum”

Abstract

Divided societies project new cleavages into the contemporary divided world. Assessing cleavages as drivers of social change and evaluating their positive potential versus evident negative impacts is a key element for forecasting prospects of social development. The paper addresses social and economic statistical data, opinion polls and academic research input of the past decade to prove the need to balance tradition and innovation and combine tangible and intangible assets to support the progress of national and local communities. The trend to reduce social inequalities is an important criterion for evaluating the strategic consistency of such policies, whereas the main contextual factor important for their success is the dynamics of support for these policies and the engagement of citizens and communities in their implementation. The example of Ireland as a society that has managed to integrate divisions of the nation and of its historic territory into its development strategies and to promote past cultural traumas as drivers of social cohesion with a long-lasting effect is a representative case in this sense. This case is relevant for explaining the pendulum effects of economic development that can be compensated by consistent social policies, and by using intangible resources linked to identity politics, education, and politics of memory to promote an inclusive national identity. Ongoing deep transformations of the existing world order are creating new political spaces, and recourse to intangible resources of development may stimulate a reevaluation of the current conflictual political agenda

1 В условиях растущей политической конфликтности поступательная динамика социальных размежеваний воспринимается как родовая характеристика разделенного мира, имманентно присущая современному мироустройству. В массовом сознании обостряется тревожность мировосприятия, подогреваемая конфронтационным настроем представителей мировой политической элиты и средств массовой информации, а в лексиконе экспертного сообщества, анализирующего общественные процессы, доминируют вызовы, риски и угрозы. Неслучайно такие понятия, как “поляризация”, “фрагментация”, “кливажи” и “размежевания”, “противоречия” и “конфликты”, заняли прочное место в лексиконе экспертного политического анализа, а социальное неравенство в разных его проявлениях стало фокусом текущей дискуссии в общественных науках [1, 2].
2 Заметно меньше исследовательского внимания уделяется оценке возможностей использования потенциала разделенных обществ в целях развития. И это тем более объяснимо, что при обобщении позитивного социального опыта исследователя подстерегают опасности привнесения нормативного подхода или неоправданной идеализации управленческих практик, приносящих результаты, и соблазн внедрить такие модели в чуждую им политико-культурную среду. Широкие обобщения оказываются ограниченными в том числе ввиду уникальности тех условий, которые формируют субъективное пространство политики конкретного сообщества. А характеристики такого пространства – культура политических коммуникаций, особенности коллективной памяти, “градус” политической, гражданской, национальной идентичности – во многом определяют успех или неуспех реализации тех или иных стратегий развития.
3 Ответ на вопрос о том, почему в процессе нациестроительства “одни общества объединяются, а другие – распадаются” [3], можно искать в разных измерениях – от реальных показателей экономического неравенства до характера его субъективного восприятия, от уровня доверия к государству, социального и межличностного доверия до укорененности в обществе ценностей эгалитарной культуры [4]. Рост культурной неоднородности на основе языковых, религиозных, ценностных различий и их институциональное закрепление в сообществах, объединенных общими политико-правовыми нормами или гражданскими обязательствами, будь то государство, регион, местное сообщество или же, например, профессиональный коллектив, ставит саму возможность поддержания культурного и социального пространства под вопрос. В условиях нынешнего кризиса лидерства в Европе скрепой могли бы служить общие этические ориентиры; в более широком общественно-политическом контексте “приоритетом становится утверждение нравственной мотивации развития на путях взаимодействия в публичной сфере вокруг общей повестки дня носителей разных идей и идентичностей” [5, с. 84]. Но в ситуации стремительного роста экономической и политической нестабильности, углубления внутриполитических и международных конфликтов перспективы такого “этического поворота” остаются за горизонтами самых смелых прогнозов о будущем миропорядка (подробнее см.: [6, сс. 37-41]).
