New Shape Of Environmental Policy Amid Covid-19 Pandemic (Promotion of Green Agenda by European Union and United States)

Abstract

The article examines the connection between the environmental processes during the COVID-19 pandemic (2019–2022) and the “greening” of the political sphere. A specific feature of environmental policy is its close linkage with the economy, since economic activity is the direct cause of anthropogenic pollution of natural environments. The environmental changes that have arisen in response to the economic realities of the pandemic period have led to the transformation of socio-political attitudes towards strengthening the “green” direction in the policies of the leading states of the world – the European Union member countries, the United States, Russia, China and other. The global “green agenda” was substantiated at the World Economic Forum in Davos in 2020 and 2021, as well as at the following 26th UN Climate Change Conference 2021 (COP26) in Glasgow, actually shaping a new world order based on the environmental goals and obligations. In West European countries, with prominent green parties’ political positions, the environmental policy is formed largely from grassroots. In the United States, it depends entirely on the political situation (mostly on the sitting president’s party affiliation). Whereas the European Union and the EU states (primarily Germany and France) have seized the initiative of directing the world environmental policy, striving to take the lead in this sphere (particularly, in climate protection), the new U.S. government is now seriously challenging the European leadership. Noteworthy is that the COVID-19 crisis has updated the green political and economic agenda globally, regardless of differences between the states, which verifies the importance and necessity of agreeing a conceptually new common approach to interaction with the environment in the short and long term.

1 Начавшаяся в 2019 г. в Китае эпидемия новой коронавирусной инфекции COVID-19, за считаные месяцы переросшая в пандемию, незамедлительно отразилась на состоянии окружающей среды в глобальном масштабе. С одной стороны, вынужденная экономическая пауза, связанная с карантинными мерами государств и целых регионов Земного шара, привела к заметному снижению уровня антропогенного загрязнения воздуха и воды [1, 2, 3, ист. 1, ист. 2]. С другой стороны, усиленные меры безопасности и медицинские мероприятия привели к значительному увеличению пластикового загрязнения [4, ист. 3]. На этом фоне во всем мире можно наблюдать усиление “зеленых” тенденций в политике и экономике. Особенностью экологической политики является ее теснейшая связь с экономической сферой, поскольку именно хозяйственная деятельность является причиной и источником антропогенного загрязнения окружающей среды.
2 “ЗЕЛЕНАЯ” ПОЛИТИЧЕСКАЯ ПОВЕСТКА 2019–2022 гг.
3 Экологическая (в первую очередь климатическая) политическая повестка, ставшая особенно актуальной в контексте пандемии COVID-19, с одной стороны, существует по объективным причинам, с другой – успешно продвигается заинтересованными политическими силами, прежде всего “зелеными” партиями, но также экономическими лобби и правительствами отдельных государств. Природоохранная область превратилась сегодня в новую арену политической, геополитической и экономической конкуренции, и коронавирусный кризис подстегнул этот процесс.
4 Так, на Всемирном экономическом форуме в Давосе1 (ВЭФ) два года подряд – в 2020 и 2021 гг. – поднималась тема усиления значимости “зеленой” политики и экономики, нацеленных в первую очередь на предотвращение изменения климата. 1. Формально экономический, этот форум является площадкой ежегодных встреч мировых элит и претендует на определение векторов геополитического развития, нового мирового порядка.
5 В мае 2020 г. принц Великобритании Чарльз [5] и директор Форума Клаус Шваб представили проект “Великая перезагрузка”2 как предложение ВЭФ по “устойчивому восстановлению” капиталистической экономики после пандемии COVID-19 [ист. 4]. По сути, проект представляет собой не просто “перезагрузку”, а “переформатирование” мировой политической и экономической системы по новым правилам, которые устанавливают мировые элиты в лице лидеров экономически развитых государств и руководителей крупнейших транснациональных корпораций (ТНК). По утверждению идеологов проекта, пандемия усилила экологический и социальный кризисы, которые уже имели место к моменту ее начала, и, в частности, привела к ослаблению природоохранных мер во многих странах. С целью не допустить дальнейшего углубления кризиса и добиться состояния устойчивости предлагается создать совершенно новую систему “ответственного капитализма” (stakeholder capitalism) [6]. Благодаря активизации инноваций, науки и технологий идеи устойчивости станут более прибыльными. Одним из способов достижения устойчивости названо регулирование (повышение) цены на выбросы углерода [5]. Необходимо также форсировать экологически безопасные инвестиции, создать цифровую экономическую и социальную инфраструктуру, характерную для Четвертой промышленной (научно-технической) революции . Пандемия продемонстрировала, что перезагрузка “экономических и социальных основ” вполне возможна, но для этого мир должен действовать “быстро и сплоченно” [6]. 2. The Great Reset.
