2020 Elections: “Stress Test” For American Federalism

Abstract

Many events of the 2020 elections proved to have historical significance for American society. Impeachment to President Trump, Black Lives Matter (BLM) protests, coronavirus pandemics and urgent need to introduce unpopular measures to address the social-economic consequences together with other issues became a “perfect storm” for American political system, challenged the stability of its vertical and horizontal federalist dimensions as well as the foundations of party competitiveness. The author summarizes the implications of the 2020 events on the elections, which took place in November of that year. The vertical federalism was challenged by the conflict between President Trump and a number of congressmen, especially from the Democratic Party. Even though the impeachment didn’t remove Trump from the office – the political contradictions were clear. The horizontal federalism was challenged by the implications of the coronavirus pandemics and the urgent necessity to introduce national measures in addressing the issue. Some of unpopular measures had to be enforced by the decision of the Supreme Court. Besides, in many states, the primaries had to be cancelled or delayed. And eventually, the popularity of absentee voting instruments resulted in the victory of Democratic candidates in many states. The foundations of bipartisan ideological competition were challenged by the protest of the BLM movement, on the one hand, and Trumpism, on the other. All of these and other events had implications on the outcome of the presidential, congressional and gubernatorial elections of 2020, some of which were surprising. 2020 had established certain trends which will influence the midterm elections in 2022 and the upcoming elections in 2024.

2 2020 г. во многом стал историческим для Соединенных Штатов Америки. Многочисленные события, произошедшие в США в этот период, стали настоящим испытанием для американского общества, а также спровоцировали многих комментаторов усилить риторику о грядущем скором закате Америки. Ключевой характеристикой американской политической системы, обеспечивающей на протяжении почти четверти тысячелетия ее стабильность, является федерализм. Именно подрыв этого феномена мог бы иметь катастрофические последствия для США. Американский федерализм в свою очередь имеет по крайней мере три измерения – вертикальное (система сдержек и противовесов между законодательной, исполнительной и судебной ветвями власти), горизонтальное (баланс полномочий федерального правительства и штатов) и партийное (идеологическая конкуренция между Демократической и Республиканской партиями). Важнейшей особенностью американского федерализма являются регулярные выборы, которые делят политический процесс в США на временны́е циклы. Ожидалось, что выборы 2020 г. будут непростыми в силу продолжающегося конфликта между политическим истеблишментом и президентом Трампом, а также усиливающейся политической поляризацией. Однако, помимо этого, испытанием для политической системы страны стала эпидемия COVID-19 и ее социально-экономические последствия, протесты Black Lives Matter (BLM) и др. В определенном смысле 2020 г. – это "идеальный шторм", когда во всех трех измерениях американского федерализма обнаружились серьезные вызовы, оказывающие дестабилизирующее влияние на политическую систему. Данная статья посвящена изучению влияния этих событий на горизонтальный, вертикальный и партийный федерализм Соединенных Штатов. Фактор российского вмешательства рассматривается исключительно с точки зрения внутренней политики и аргументации, которую некоторые американские политические деятели использовали в борьбе друг против друга.
3 Вызовом вертикальному федерализму стало противостояние на федеральном уровне институтов исполнительной и законодательной ветвей власти, выразившееся в 2020 г. в ожесточенной конфронтации между президентом Дональдом Трампом и системными политиками в Конгрессе, причем не только демократами, но и некоторыми республиканцами. В начале года прошла процедура первого импичмента президенту Трампу, обнажившая многие противоречия между Белым домом и политиками на Капитолийском холме. Несмотря на то, что импичмент не завершился отставкой президента, эти противоречия сохранились и остались фактором предвыборной кампании.
4 Вызов горизонтальному федерализму обусловлен необходимостью централизованного противостояния пандемии в контексте предвыборной кампании. Первая волна антиковидных мер совпала с началом президентских праймериз, из-за этого кандидаты были лишены возможности проводить встречи с избирателями. Кроме того, необходимость введения антиковидных ограничений выявила противоречия в горизонтальном федерализме, когда многие штаты отказались вводить карантин, требовать ношение масок и соблюдать прочие меры. В итоге в некоторых штатах выборные мероприятия были перенесены или даже отменены, а в силу беспрецедентной популярности голосования по почте многие штаты начали проводить реформы избирательного законодательства, направленные на ограничение возможностей досрочного голосования.
