Abstract

This article addresses the current confrontation between the United States and China in the context of the history of international relations and civilization expansions. The work demonstrates how most attempts to analyze the essence of this important phenomenon in modern world politics are based on too narrow a view: both from the standpoint of world history and the entire system of modern international relations. The author introduces the concepts of "Westernism" and "Westernist period" in order to describe the modern world. These terms are reminiscent of "Hellenism" and "Hellenistic period", which the period of the global spread of Western civilizational models. Using world history as an example, the author examines characteristic features of such periods and concludes that the wide geographical spread of the cultural forms of any civilization and the civilizational unity caused by it historically did not lead to complete political unity. As a rule, this spread ended in a period of fragmentation, which in the sense of international relations can be called multipolarity. The author infers that the current Sino-US conflict is neither purely civilizational nor geopolitical, but it demonstrates that civilizationally united westernized world enters a period of political fragmentation. This is how one should understand the process, which in the modern foreign policy language is called the transition from unipolarity to multipolarity.

Американо-китайская конфронтация выходит сегодня в центр мировой политики. Естественно, ее пытаются осмыслить с точки зрения различных теорий политики и международных отношений. Доминирующий подход в самих США исходит из того, что Китай подрывает международную систему, которая частично сложилась после Второй мировой войны и окончательно – после распада СССР. Тогда безусловным мировым гегемоном стали Соединенные Штаты, считающиеся на политическом Западе гарантом этой системы. С такой точки зрения нынешняя конфронтация представляет собой борьбу правовой и, следовательно, справедливой системы с продвигаемым Китаем новым мироустройством, основанным на “непрозрачности”, “недемократичности” и “несправедливости”. Из данного положения делается практический вывод о необходимости всемерного сдерживания Китая. Он подкрепляется концепцией “обмана”, на который якобы пошло китайское руководство, нарушившее некий заключенный с ним негласный контракт. Суть последнего состоит в том, что США и их западные союзники способствовали подключению Китая к международной системе торговли, его присоединению на льготных условиях к различным международным организациям и тем содействовали его экономическому росту, а Пекин в ответ должен был вписаться в эту систему на американских условиях и занимать в ней отведенное ему место, не покушаясь на гегемонию Вашингтона.
3 Такое обоснование необходимости сдерживания Китая зиждется на общетеоретическом и философском видении идеологами США всеобщей истории, согласно которому все страны рано или поздно придут к западным общественным, политическим и экономическим формам (“демократии”, “рыночной экономике”, “правовому государству” и т. п.). Если же какая-то страна отказывается это делать, то необходимо ограничивать рост ее мощи, чтобы она не задерживала неизбежный исторический процесс, не мешала другим странам идти по единому для всех пути, получила время и стимулы для собственного исправления (чему может способствовать и смена ее руководства, преемники которого начнут проводить исторически верный курс).
4 Основа такого рода внешнеполитических подходов – более фундаментальные, хотя и упрощенно понимаемые теории. Одна из них – упрощенная версия теории модернизации, согласно которой развитие, базирующееся на экономике свободного рынка, неизбежно ведет к созданию среднего класса, а тот на определенном этапе начинает требовать политических прав, что в свою очередь непременно ведет к “демократизации”, то есть принятию западной политической модели [1, p. 41; 2, pp. 44-46]. Таким образом западоцентричная модель исторического развития превращается во всемирный закон. Другая концептуальная схема – столь же упрощенно трактуемая теория демократического мира ‒ гласит, что “демократические” государства не враждуют и не воюют друг с другом, соответственно, не будут посягать и на гегемонию Вашингтона, так как только она может обеспечить гармоничный мировой порядок и “нормальный” ход истории [3, 4].
