Abstract

The article describes evolution of Technology Readiness Level (TRL) scale and analyzes prospects of using TRL methodology as an instrument of public financing of R&D and innovation in OECD. It is noted that TRL was first applied at the end of 1960s by NASA, where it was used as a means of measuring progress in technology development. In the beginning of 2000s, it has become a widespread project management tool. Advantages and limitations of the TRL scale application in R&D project management are revealed in the article. In 2010s, several countries and regions started using TRL methodology in different capacity – as an instrument of public funding of national innovation systems. EU also announced plans to build TRL into the foundation of its new innovation policy. The plans were partially implemented in the subsequent EU Framework program Horizon 2020. Application of TRL scale was limited to tender documents and applications for project funding. It was not applied in the program budget planning or in assessment of project results. The authors claim that in order to use TRL methodology in public funding at full length, it is necessary to create certain conditions. The most important of them are: a} clear definition of the stages (types) and results of scientific and technical activities in accordance with the TRL methodology and linking them with the instruments of public support; b) development and application of appropriate number of industry-specific TRL scales; c) wider usage of TRL methodology and other indices of readiness in planning, implementation and integral evaluation of the results of R&D projects; d) introduction of TRL methodology into national systems of accounting and reporting on R&D projects and development of science, technology and innovation sphere.

1 До недавнего времени понятие “уровни готовности технологий” (TRL) было известно только инженерам, занимающимся разработкой новых технологий и системной интеграцией. Практика США, а затем и стран ЕС показала, что использование методологии TRL позволяет учесть особенности финансирования разработки технологий на разных этапах и сократить сроки вывода новых высокотехнологичных продуктов на рынок. Успешное применение американскими федеральными ведомствами (NASA, министерства обороны, энергетики, транспорта, здравоохранения) шкалы TRL при финансировании научно-исследовательских программ, а также в рамках европейской программы Horizon 2020 дает повод присмотреться к этому инструменту государственного финансирования инноваций.

3 С конца 1960-х годов Американское национальное управление по аэронавтике и исследованию космического пространства (NASA) проводит обзоры технологической готовности, чтобы определить наличие необходимых технологий для успешной реализации конкретной программы освоения космоса [1]. Для оценки степени зрелости технологий была введена семиуровневая шкала. При этом само понятие уровней готовности технологий было сформулировано только в 1989 г. [2]. В 1995 г. Дж. Мэнкинс обосновал девятиуровневую шкалу, которая сейчас принята как стандарт [3]. Он также снабдил шкалу TRL примерами для каждого уровня и обозначил общую динамику затрат на разработку новой технологии (табл. 1).
4 Важнейшую роль во внедрении TRL в деятельность американских ведомств сыграло Главное контрольно-финансовое управление (ГКФУ). По результатам аудиторской проверки, проведенной в 1999 г., оно рекомендовало министерству обороны использовать шкалу TRL и не закупать у поставщиков технологии ниже седьмого уровня [5]. В 2007 г., также после проверки ГКФУ, шкалу стали применять для инвестиционных проектов, финансируемых министерством энергетики США [6], а затем другими министерствами.
5 В Европе шкалу TRL на регулярной основе первым начало использовать Европейское космическое агентство [7]. По его инициативе был принят международный стандарт ISO 16290: 2013 “Космические системы – определение технологии. Уровни готовности (TRL) и критерии их оценки” [8]. В 2010 г. ЕС принял решение сделать TRL частью всей инновационной политики [9], что было реализовано в Рамочной программе Horizon 2020 (2013–2020 гг.). В ее рамках шкала TRL использовалась в широком спектре отраслей – от “зеленой” энергетики до информатики и коммуникационных технологий [10].
6 Параллельно развивались инструменты и методы оценки степени зрелости новых технологий. От точности такой оценки во многом зависят качество управленческих решений, управления рисками, оптимальность сочетания объемов расходов и сроков выполнения проектов. Сейчас в странах ОЭСР используется автоматизированный калькулятор готовности новых технологий, который позволяет определять степень зрелости технологий с помощью ответов на набор вопросов, уникальных для каждого уровня.
