Abstract

As the events of the past few years indicate, relations between Russia and Turkey are increasingly determined by security-related issues. Such a shift in priorities in bilateral relations should be perceived not only as a response to the emerging threats to the internal and external security of the two countries but also as a consequence of the changes in the strategic orientation of Russia and Turkey after the end of the Cold War. The most important events in the formation of a new model of relations between Russia and Turkey were such as the "Arab Spring", the wars in Syria and Libya, US support for the Syrian Kurds from the "People's Self-Defense Forces", the revolution in Ukraine and the subsequent Russia's annexation of Crimea, the Russian military operation in Syria, the 2015 crisis in Russian-Turkish relations, and the attempted military coup in Turkey in 2016. Regional crises near the borders of Russia and Turkey and the growing securitization of the policies of both states not only pushed Moscow and Ankara to interact in the security sphere but also created new challenges for their relations. In this article, the authors examine the dynamics of Russian-Turkish relations, paying particular attention to the security dimension, as well as the opportunities and limitations for cooperation between the two countries, given that security is becoming an increasingly important element in bilateral relations. The main focus is on the analysis of competitive cooperation between Russia and Turkey in Eurasia, for the understanding of which it is necessary to refer not only to the current context but also to the historical experience of interaction between the two countries in this wide geographical space.

РОССИЯ И ТУРЦИЯ В ЕВРАЗИИ: КОНКУРЕНТНОЕ СОТРУДНИЧЕСТВО
1 “Арабская весна”, войны в Сирии и Ливии, поддержка США сирийских курдов из “Отрядов сил народной самообороны”, украинский кризис 2014 г. и присоединение Крыма к России, начало военной операции России в Сирии, кризис 2015 г. в российско-турецких отношениях, попытка военного переворота в Турции в 2016 г. – важнейшие события, во многом определившие динамику двусторонних отношений, и продолжающие, в той или иной степени, влиять на них [1]. По мнению российского исследователя П. Шлыкова, после кризиса 2015 г. в российско-турецких отношениях и последовавшего за этим периода семимесячной холодной войны происходит формирование новой модели взаимодействия Москвы и Анкары, в рамках которой акцент сделан на проблемы региональной безопасности. Парадокс модели в том, полагает он, что у двух стран наблюдаются расхождения в подходах ко многим вопросам региональной повестки, однако это не делает их диалог невозможным [2]. Вместе с тем региональные кризисы вблизи границ России и Турции не только подтолкнули Москву и Анкару к более активному взаимодействию в сфере безопасности, но и создали новые вызовы для их отношений.
2 Авторы статьи исследуют современную динамику российско-турецких отношений, а также возможности и ограничения для сотрудничества двух стран с учетом того, что безопасность становится все более важным элементом в отношениях России и Турции.
3 Процесс сближения России и Турции, начавшийся в конце 1990-х годов и получивший дополнительный импульс в начале 2000-х, не был ни линейным, ни беспроблемным. В отношениях двух стран существуют противоречия и линии разлома, которые способны не только приостановить их сближение, но и обернуть его вспять. В обширной литературе, посвященной российско-турецким отношениям, последние исследовались с точки зрения разных концептуальных подходов. Часть экспертов описывает их как взаимозависимые, полагая, что речь идет об асимметричной взаимозависимости, при которой у России имеется ряд преимуществ перед Турцией [3, p. 11]. В этих работах, однако, редко предпринимаются попытки ответить на вопросы о том, когда возникла данная взаимозависимость и какова ее динамика.
4 Другие исследователи считают, что ни либеральная теория торговли, ни теория институционального либерализма не могут в полной мере объяснить динамику российско-турецких отношений после окончания холодной войны. Они обращают внимание, в частности, на то, что, хотя в указанный период экономическое сотрудничество двух стран переживало как спады так и подъемы, их сближение в целом продолжалось и в 1990-е, и в 2000-е годы [4, pp. 349-350], а высокий уровень экономической взаимозависимости не стал препятствием для кризиса двухсторонних отношений в 2015-2016 гг. [5, p. 95]. Поэтому они предлагают рассматривать российско-турецкие отношения в реалистической перспективе. По мнению турецкого исследователя Ш. Актюрка, причиной быстрого сближения России и Турции в 90-е годы стало сокращение разницы в демографическом, экономическом и военном потенциале двух стран, поскольку у Турции исчез страх перед Россией [4, p. 348], являвшийся константой и османской, и турецкой политики в отношении России. Именно изменение баланса военно-стратегических угроз, полагает он, определило курс российско-турецких отношений как во время, так и после холодной войны [6, p. 110].
