The European Missile Defense Factor in Russia – USA/NATO Relations

Abstract

The article analyses the issue of the NATO missile defense development and the evolution of views in the Russian political, military and expert circles. In 2009, the U.S. President Baraсk Obama declared a start of the NATO missile defense system construction with a goal to be able to intercept a limited nuclear strike from Iran. Russia is in doubt about the stated purpose of the European missile defense and considers it to be a threat to its own strategic nuclear forces. The European missile defense construction has been experiencing technical obstacles and political difficulties: the cancellation of deployment of interceptor SM-3 IIB and delays in establishing operational capability of the Aegis Ashore land-based missile defense system in Poland. The current architecture of the NATO missile defense, which allows only to intercept a limited number of incoming warheads, has no significant impact on Russian retaliatory strike capability. Nevertheless, the missile defense in Europe remains an irritating factor in relations between Russia and the USA. Apparently, Biden’s arrival in the White House creates an opportunity for parties to address the issue during negotiations on the New START follow-on Treaty. The research addresses the history of Russia–USA–NATO cooperation on theatre missile defense and the reasons for the failure of the joint missile defense in Europe. The author justifies the reanimation of the Joint Data Exchange Center project and outlines the idea of its transformation to the Multilateral Data Exchange Center.

ОПЫТ СОТРУДНИЧЕСТВА И ПЕРСПЕКТИВЫ РАЗРЕШЕНИЯ “ПРОТИВОРАКЕТНОГО КРИЗИСА”
1 В середине 1960-х годов создание новых советских наступательных вооружений УР-100 и Р-36 (SS-11 и SS-9 по западной классификации) с реальными возможностями преодоления систем обороны привело к кардинальной переоценке фактора ПРО в политико-академическом сообществе США. В ходе регулярных советско-американских контактов в конце 1960-х годов представители США убедили руководство СССР в необходимости ограничения не только наступательных, но и оборонительных вооружений.
2 Несмотря на сопротивление сторонников “жесткой линии” в Политбюро, вызванное американскими бомбардировками во Вьетнаме и повреждением советских кораблей в результате минирования гавани Хайфона, в 1972 г. СССР и США удалось подписать Договор об ограничении систем ПРО (ДПРО) и Временное соглашение об ограничении наступательных стратегических вооружений (ОСВ-1), что существенным образом регламентировало ядерный баланс.
3 Впоследствии взгляды Вашингтона по вопросу роли и места ПРО во внешней политике подвергались корректировке – иногда весьма существенной. При президенте Р. Рейгане была предпринята историческая попытка “абсолютизации” роли ПРО в ядерном сдерживании. Предложенная Рейганом в марте 1983 г. идея “Стратегической оборонной инициативы” (СОИ) по созданию эшелонированной системы противоракетной обороны стала предметом тщательного рассмотрения специальной комиссией Сената США (“комиссия Нанна”), которая пришла к выводу о несоответствии испытаний в космосе положениям ДПРО. К тому же программа СОИ, ставившая цель сделать ядерное оружие СССР “бессильным и устаревшим”, подверглась всесторонней критике авторитетными представителями американских и отечественных экспертных кругов и, в конечном итоге, не была реализована.
4 В 1990-х годах выдвигались и иные, менее масштабные планы совершенствования системы ПРО США. Однако если ставились цели для защиты территории американских союзников и партнеров, то договорные ограничения, а именно ст. IX1 ДПРО, препятствовали размещению системы ПРО за пределами государства.  1. Согласно ст. IX Договора об ограничении систем ПРО, “каждая из Сторон обязуется не передавать другим государствам и не размещать вне своей национальной территории системы ПРО или их компоненты, запрещенные настоящим Договором” [1].
5 Демократы, традиционно являясь сторонниками Договора, хотели избежать и выхода из него Соединенных Штатов, и пересмотра отдельных положений. Стремясь сохранить ДПРО, Россия и США в 1997 г. выработали согласованные заявления2. Несмотря на это, республиканцы, победившие на выборах в 2000 г., взяли курс на отмену каких-либо ограничений в развитии ПРО. 2. Стороны разграничили стратегические системы ПРО и системы ПРО театра военных действий. Согласно упомянутым заявлениям, было запрещено испытывать систему ПРО против мишеней со скоростью выше 5 км/с и дальностью выше 3500 км. Скорость ракет-перехватчиков на любом участке траектории не должна превышать 3 км/c. В будущем разрешалась разработка перехватчиков наземного и воздушного базирования со скоростью не более 5.5 км/с и перехватчиков морского базирования со скоростью до 4.5 км/с [2, 3].
6 В декабре 2001 г. президент США Дж. Буш мл. заявил об одностороннем выходе США из Договора по ПРО. К тому времени западные лидеры стали достаточно остро воспринимать растущую ракетно-ядерную угрозу, исходящую со стороны “третьих стран”, в частности Ирана. В связи с растущей озабоченностью европейских союзников, Вашингтон принял решение о выходе из ДПРО. Как заявил американский лидер, в создавшихся условиях требуются “новые рамки, позволяющие строить противоракетную оборону для противодействия различным угрозам современного мира” [4].
