Abstract

The subject of the research is the challenges of the digital economy for the employment sector in Russia. The need to reduce costs in the face of a deteriorating situation in the global economy is a factor in accelerating the digital transformation of employment in the country. The transformation is carried out through the automation of the main business processes, as well as through the development of platform employment formats. Specific features of the process of digital transformation of employment form the shape of the development of the Russian labor market in the post-Soviet period. Its main factor was the country's entry into the global system of division of labor, which led to the formation of the modern structure of employment. The economy of Russia, recognized as raw material, turned out to be "commercial" in terms of employment, since it was this industry that created the bulk of jobs during that period. The commerce sector, which had high growth potential in the early 1990s in Russia, provided jobs for all those labor resources that were released from the industry. However, at the moment this source has been exhausted. Digitalization threatens the most labor-intensive sectors of the Russian economy. Commerce turns out to be the first industry to undergo automation and digitalization of jobs. At the same time, the most massive professions (accountants, bank employees, HR specialists, salesmen, cashiers, couriers, security guards, secretaries, packers, call center workers, drivers) are under the threat of “disappearance”, while new ones in demand by the market are more likely "unique" and they are mostly associated with robotization, digitalization and biotechnology. The unmet demand for these professions is a reflection of the complexities of training highly qualified interdisciplinary specialists and not a physical shortage of labor resources, and this is a serious challenge for the vocational education system. The study aims to gain a deeper understanding of the processes taking place in the social and labor sphere in Russia, to create a conceptual basis for the development of a socio-economic policy of the state that adequately responds to the challenges of the digitalization of the economy.

ВОЗМОЖНОСТИ АДАПТАЦИИ ПОЛИТИКИ НА РЫНКЕ ТРУДА К УСЛОВИЯМ ЦИФРОВИЗАЦИИ
1 Данная статья в определенном смысле развивает идеи статьи, посвященной изучению последствий цифровизации экономики для социально-трудовой сферы и социально-трудовых отношений, опубликованной в 2018 г. [1]. Собственно, так изначально и планировалось, поскольку ситуация в сфере занятости в России, несомненно, требовала отдельного исследования. В силу ряда причин задуманное удалось реализовать не сразу, и это позволяет автору рассматривать процесс в более длительной ретроспективе, дает возможность полнее оценить объективность сделанных ранее выводов и выявленных трендов.
2 А изменения со времени публикации первой статьи произошли значительные. Пандемия коронавируса 2019–2021 гг. ускорила и сделала очевидными многие из еще только намечавшихся два года назад тенденций. Цифровизация из отчасти абстрактного явления (в плане ее практического влияния на жизнь отдельного человека или бизнеса) стремительно шагнула в повседневную жизнь. В наш сегодняшний лексикон прочно вошли такие понятия, как экономика 4.0, шестой технологический уклад, искусственный интеллект, виртуальная и дополненная реальность, машинное обучение и машинное зрение. Окончательный переворот не только в теории, но и в практике конструирования и проектирования произвели технологии “цифровой тени” и “цифрового двойника”, оцифровка промышленного оборудования полностью перестраивает организационные принципы промышленности, превращая процесс производства в услуги.
3 Рассматривая российскую специфику в предлагаемом контексте, необходимо ответить по крайней мере на два вопроса: первый – насколько происходящие технологические трансформации затрагивают Россию и как они отразятся на динамике российского рынка труда и – шире – на процессах, происходящих в сфере занятости, второй – какие политико-управленческие решения в этой связи могут быть приняты?

5 В России необходимость перехода страны к цифровой экономике, обеспечения ее цифрового суверенитета декларируется на самом высоком политическом уровне. В стране создано соответствующее Министерство в структуре Правительства РФ, в июле 2017 г. принята правительственная программа “Цифровая экономика”, рассчитанная до 2024 г. Президент Путин поставил перед правительством задачу в ближайшее время утвердить стратегии цифровой трансформации десяти ключевых отраслей отечественной экономики и социальной сферы1. Задача форсированного развития проектов в сфере цифровых технологий, призванных стать “ледоколами, взламывающими целые сектора экономики для появления в них цифрового бизнеса”, провозглашается и в рамках ЕАЭС2. 1. 6 Это оказывается действительно очевидной и настоятельной потребностью, учитывая те выгоды, которые приносят цифровые технологии – сегодняшний мир становится более конкурентным и основные конкурентные преимущества (как государств, так и компаний) лежат именно в области развития этих технологий, позволяющих кардинальным образом переформатировать бизнес-процессы, снижая основные виды издержек.
