Abstract

The article discusses the main approaches to the phenomenon of science diplomacy. This paper aims to consider the possibilities of using science diplomacy not only as a tool to reduce tensions between countries, but also as a tool for foreign policy influence. Most modern Western researchers believe that the goals of science diplomacy are reduced exclusively to creating an apolitical atmosphere for solving important global problems. When we are considering science diplomacy from a realistic point of view, the concept can be outlined through national interest, pragmatic public administration, gaining influence and maintaining the balance of power. In the study, the author proves that one of the main goals of science diplomacy is to strengthen the influence of the state through the promotion of national science, as a result of which it will be easier for the interested subject of international relations to achieve its foreign policy goals. The tools of science diplomacy can be successfully used by the state to increase its international influence beyond territorial borders, open the way to gaining a greater international status, and legitimize its ambitions. The author believes that the currently existing definitions of science diplomacy do not fully disclose its content. In this regard, the paper attempts to give a new comprehensive definition of the term, taking into account aspects related to its foreign policy influence. Science diplomacy, according to the author, is a deliberate international activity of the state through controlled scientific organizations and foundations in order to strengthen interaction with other countries, provide them with information influence and promote its interests in the international arena. The article concludes that Russia should conceptualize the domestic model of “soft power” taking into account science diplomacy, as well as begin to take practical steps to research technologies of protection from a possible “soft” impact of science by other states.

НАУЧНАЯ ДИПЛОМАТИЯ КАК МЕХАНИЗМ ВЛИЯНИЯ
1 С распадом биполярной системы в мире сформировалась структура международных отношений, для которой характерно появление новых субъектов мировой политики, а также усложнение отношений между ними. Трансформация Вестфальской системы международных отношений привела к появлению новых инструментов и принципов современной дипломатии. В 1990-е годы наблюдается значительный рост влияния негосударственных субъектов международных отношений, которые стали оказывать существенное воздействие на глобальные политические процессы и формирование международной повестки.
2 В результате окончания холодной войны господство исключительного национального суверенитета государства стало ослабевать, так как традиционные межгосударственные границы между внутренней и внешней политикой страны начали размываться из-за процесса глобализации. Именно после завершения холодной войны начали широко распространяться взгляды о том, что традиционные внешнеполитические ведомства в новых условиях утратили свое былое значение: “В постбиполярном мире в области телекоммуникаций, валютной политики, защиты окружающей среды появились группы экспертов, оказывающих существенное влияние на содержание и ход международных переговоров” [1, с. 122]. Глобализация стала той силой, которая не только значительно изменила сущность суверенного государства, но и дала толчок к развитию публичной дипломатии во всех ее проявлениях.
3 В данной работе автор придерживается подхода Я. Меллисена, Дж. Ная и М.М. Лебедевой, которые рассматривают публичную дипломатию как канал трансляции “мягкой силы”. Так, Я. Меллисен полагает, что публичная дипломатия является ключевым компонентом “мягкой силы” [2, p. 70], Дж. Най считает ее главным инструментом “мягкой силы”, с помощью которого транслируются интересы участников международных отношений [3, p. 107]. Российский профессор МГИМО М.М. Лебедева отмечает, что публичная дипломатия – это наиболее мощный инструмент использования “мягкой силы”, а его использование возможно как по неофициальным, так и официальным каналам [4, с. 217]. Подход, рассматривающий публичную дипломатию в качестве инструмента реализации “мягкой силы”, позволяет нам исследовать возможное влияние и ее самой, и ее подвидов на суверенные государства.
4 В XXI в. в результате развития теории публичной дипломатии стали появляться ее новые подвиды и измерения. Новыми более узкими разновидностями публичной дипломатии, ориентированными на конкретные сферы, стали “экономическая дипломатия”, “спортивная дипломатия”, “культурная дипломатия” [5, с. 10]. В этот список можно органично внести и такое понятие, как научная дипломатия (далее – НД).

6 Французский ученый и дипломат П.-Б. Руффини в своей работе “Наука и дипломатия: новое измерение в международных отношениях” указывает на два основных теоретических подхода к определению НД в системе публичной дипломатии. Первый подход рассматривает НД как подвид культурной (публичной) дипломатии. Этот подход, по мнению автора, широко распространен во Франции и является выражением ее исключительности. Второй оставляет за НД большую автономность от публичной и характерен для США и Великобритании, которые “хорошо осознают свою научную дипломатию и воспринимают ее как особый тип культурной” [6, p. 15].
