Abstract

The article discusses the dynamics of the US military presence in Germany through the evolution of American foreign policy. The article presents data on the quantitative presence of the American army in Germany and assesses the impact of various incentives to change the size of the American contingent and their comparison. The presence of the US armed forces in Germany is one of the most striking examples of the long-term deployment of foreign troops on the territory of a major power. In terms of the duration and size of the contingent, it is comparable only to the deployment of American troops in Japan. In both countries, foreign troops played an occupying role after the end of World War II. In the future, the American contingent remained in them already as an ally. At the same time, in the case of Germany, the presence of foreign military personnel was combined with the creation of an efficient and relatively large army. For a long time, Tokyo was limited only by compact self-defense forces. The presence of independent capabilities to ensure security is often a prerequisite for pursuing an independent policy and encourages the refusal to deploy a contingent of another state on its territory. It is all the more surprising that in the FRG the question of the withdrawal of US forces was never seriously raised. On the contrary, the German leadership has repeatedly expressed concern about the possibility of reducing the American presence. In this it was very different from the Japanese establishment, in which the expediency of maintaining allied relations with the United States was sometimes critically assessed. The authors conclude that ensuring the loyalty of the German leadership was not associated with the size of Washington’s military presence on the territory of Germany. The buildup of the American contingent in the Federal Republic of Germany was influenced by fears around external threats, the correlation of conventional and nuclear deterrence in the US strategy and the desire to reduce military costs.

1 Размещение войск одного государства на территории другого может преследовать несколько задач. В ряде случаев оно призвано обеспечить политический контроль над страной, в которую они направляются, ограничивая ее автономию. С другой стороны, иностранное присутствие порой служит защите партнера от внешних угроз. Оно становится инструментом коллективной обороны, укрепляя безопасность как направляющего государства, так и принимающей страны.
2 В практике военно-политических альянсов эти задачи зачастую взаимно усиливают друг друга, реализуясь параллельно. Подобное сочетание породило концепцию двойного сдерживания – политики, ориентированной на ограничение как противников, так и союзников [1, 2, 3]. Вместе с тем соотношение контроля и поддержки государства, на территории которого размещались иностранные войска, в отдельных случаях сильно разнится. Оно также порой меняется со временем.
3 Присутствие вооруженных сил США в Германии – яркий пример длительного базирования зарубежных войск на территории крупной державы. С точки зрения временной продолжительности он сопоставим только с размещением американских войск в Японии. В обеих странах иностранные войска выполняли оккупирующую роль после завершения Второй мировой войны. В дальнейшем американский контингент оставался в них уже на правах союзника. При этом в случае Германии присутствие иностранных военнослужащих сочеталось с созданием сравнительно крупной армии. Токио длительное время ограничивался лишь компактными силами самообороны. Наличие самостоятельных возможностей по обеспечению безопасности зачастую выступает предпосылкой отказа от размещения контингента другого государства на своей территории.
4 Тем удивительнее, что в ФРГ вопрос о выводе сил США никогда всерьез не поднимался. Наоборот, германское руководство не раз высказывало обеспокоенность по поводу возможности сокращения американского присутствия [4, 5]. В этом оно сильно отличалось от японского истеблишмента, в котором целесообразность сохранения союзных отношений с США порой оценивалась критически [6, 7, 8].
5 В отечественной литературе изучению американо-германских отношений посвящено значительное число исследований [9, 10]. В то же время детерминанты военного присутствия США в ФРГ до сих пор не становились предметом специального рассмотрения. Настоящая работа призвана заполнить эту лакуну, оценив влияние различных внешнеполитических соображений на базирование вооруженных сил Соединенных Штатов в Германии.
