Abstract

The article is devoted to the analysis of key social and economic problems in the EU countries during the initial period of the pandemic. Forced isolation amid the spread of the coronavirus contributed to the growth of domestic and domestic violence, manifestations of racism and xenophobia in the EU. Social discrimination manifested itself in the restriction of access to goods and services for people with Asian appearance. A negative factor was the statements of certain right-wing politicians, as well as a number of media outlets. The member states of the European Union sought to carry out proactive communication with the population of their countries, convincing the latter to use exclusively official information about the situation with the COVID‑19 virus and taking steps to ensure the widespread presence of the opinion of the governance in the media and on the Internet. Due to the extraordinary circumstances, EU member states have resumed controls at their internal borders in an effort to ensure the safety of their citizens. Despite assurances from the European Commission that the restrictions would not affect the interests of the EU population and third-country nationals, in March 2020, tangible obstacles arose in the way of realizing the fundamental right to free movement. The first steps were taken to support the sectors of the economy and the employment market in the initial phase of the pandemic. Particular attention was paid to the state of affairs in the most vulnerable service sector. The employment market experienced serious shocks, which was reflected in the growth of unemployment in the EU countries. The measures taken by the authorities of the member states, in general, met the interests of workers, but encountered difficulties in the course of implementation.

ПОДДЕРЖКА ЭКОНОМИКИ И РЫНКА ТРУДА
1 Пандемия COVID-19 создала серьезные проблемы для стран Евросоюза. Она поставила под сомнение соблюдение прав человека [1, p. 9], вызвала нарастание экономических проблем и безработицы [2, pp. 8-9], сокращение доходов населения [3, pp. 9-17], породила немало вопросов относительно адекватности высказываний и действий ряда политиков ЕС [4, с. 13], укрепила позиции евроскептиков [5]. В оборот вошло выражение “коронакризис Евросоюза” [6, p. 76].

3 Пандемия усугубила проблемы социальной дискриминации в странах ЕС, включая домашнее насилие, расизм и ксенофобию. Даже выписанные после выздоровления пациенты опасались возвращаться в места своего постоянного проживания из-за боязни столкнуться с враждебностью и нетерпимостью со стороны соседей (например, такие случаи были зафиксированы в Словении) [7].
4 Вынужденное пребывание дома в условиях распространения вируса COVID-19 привело к повышению риска насилия одних членов семьи над другими. В ряде стран был зафиксирован рост обращений женщин в полицию в связи с участившимися случаями избиения со стороны мужей, что потребовало от властей принятия мер по борьбе с семейным насилием. В Австрии правительство ввело круглосуточную горячую линию помощи его жертвам. В Италии была установлена правовая норма, согласно которой женщинам, ставшим жертвами домашнего насилия, разрешалось покинуть свои дома и получить временное жилье. В Португалии Комиссия по гражданству и гендерному равенству создала почтовую службу для ответов на вопросы и запросы, посвященные насилию в семье.
5 СМИ и правозащитные организации в странах Евросоюза уже в феврале– марте 2020 г. зафиксировали неоднократные факты проявления нетерпимости в отношении ряда этнических групп. Большинство случаев было связано с инцидентами, когда представители титульной нации в публичной форме наносили оскорбления лицам с азиатской внешностью. Хотя жертвы дискриминации часто предпочитали умалчивать о случившемся, о подобных фактах стало известно. В Австрии и Бельгии преследованиям и издевательствам подвергались дети родителей, приехавших из стран Азии. Опрос 300 жителей китайской этнической принадлежности, проведенный в Нидерландах еще до объявления Всемирной организацией здравоохранения пандемии (11 марта 2020 г.), показал, что почти половина респондентов (49%) в последнее время столкнулась с проявлениями расизма [8].
6 Расистские настроения нередко сопровождались физическим насилием. Так, филиппинский официант на о. Сардиния (Италия) подвергся нападению группы лиц, посчитавших его “китайцем, который занес коронавирус” [9]. Во Франции возвращавшаяся из школы девушка вьетнамского происхождения была оскорблена, а затем избита. В Берлине две немки умышленно оскорбили китаянку и нанесли ей серьезную травму головы.
