Abstract

The COVID‑19 pandemic temporarily overshadowed all the previous concerns of the world community, and among them even existential challenges. The attitude towards sustainable development issues has moved into the “deferred demand” zone. The pandemic pushed the offensive and exacerbated the effect of another crisis in the global economy. At the same time, it is symptomatic that during the pandemic a significant improvement in the environmental situation was felt as a result of the reduction in greenhouse gas emissions and the release of other harmful production wastes. At the same time, the pandemic has accentuated the biomedical safety imperative and will inevitably make a corresponding adjustment to the list of top priorities for moving towards sustainable development goals. After the pause of the pandemic, the imperative of transition to a sustainable development regime will begin to act with significant intensification, bearing in mind the need to compensate for the loss of time and pace. Ensuring biomedical safety will be a special priority. The lessons of the pandemic convincingly confirm the understanding that real success in moving towards sustainable development goals in accordance with the 2030 Agenda cannot be imagined without the normalization of international relations and the establishment of broad cooperation in a global format. At the same time, the author proceeds from the integral perception of the concept of sustainable development. Summing up the pre-pandemic stage of the formation of the concept of sustainable development, its essence can be expressed as follows. Development will be sustainable if it is economically balanced, socially inclusive and balanced, environmentally responsible, biologically safe, institutionally oriented to the interests of the majority and respect for the rights of the minority. If at the same time it is assumed and guaranteed that the use of weapons of mass destruction will be excluded if the urge for military solutions to international conflicts fades. And, of course, on such a platform, debt to the future is unacceptable, as it was said. This, of course, is the ideal, and practice is determined and will be determined by a greater or lesser approximation to it.

2 Властно вторгаясь в наше жизненное пространство, проникая в поры людской популяции, пандемия COVID-19 оказала широкомасштабное, глубокое и скоротечное воздействие на хозяйственную практику, на общественно-политическую активность, на систему трансграничных коммуникаций и международных отношений в целом. Более того, она изменила наш образ жизни, само бытие миллиардов землян. Сообщения и комментарии на тему коронавируса массово заполонили СМИ и пространство Интернета. Если сравнивать популярность запросов “global warming” и “COVID-19” по всему миру по поисковику GoogleTrends, то пик популярности запроса по теме глобального потепления придется на период 27 января – 2 февраля 2019 г. Ослабление популярности этой темы начинается с марта 2020 г. Тогда показатель популярности запроса “COVID-19” взлетел с 11 пунктов (7–8 марта) до 100 (22–28 марта). За один день 11 марта 2020 г. набралось около 20 млн упоминаний терминов, связанных с коронавирусом, по данным аналитической платформы Sprinkir; и около 38 пунктов по графику Google. Обследование медийного пространства за два полных года (2018 и 2019) показало, что за этот период объем информации по тематике изменения климата или глобального потепления возрос на 73%, а в период с января по май 2020 г. упомянутая тематика сократила свое присутствие на 59%, сохраняя сравнительно высокую репрезентативность[1, p. 18]. Короче говоря, нужно признать: в 2020 г. мы стали свидетелями своего рода блицкрига пандемии коронавируса. Быть может, не только и не столько чисто физически, сколько информационно и по факту воздействия на общественное сознание.
3 Такой представляется общая картина, исходя из событий нескольких месяцев. Конечно, подобная продолжительность “эксперимента” слишком мала для окончательных выводов и убедительных прогнозов. Сводный баланс пандемии будет по всей видимости подведен практикой, предстоящей до истечения 2020 г. Тогда, надеюсь, будет ясно, останется ли у COVID-19 ореол экстраординарного бедствия. Он, несомненно, сохранится при второй волне пандемии. А в отсутствие оной (если дело дойдет до эффективной массовой вакцинации и повсеместного применения отработанной технологии комплексного лечения) пандемия будет обозначена в нашей исторической памяти как суровый урок, акцентирующий высокое значение превентивной практики. Конечно, шлейф пандемии в любом случае будет долго ощущаться на разных широтах и меридианах. А наиболее вероятен деструктивный след в периферийной зоне мировой системы, той ее части, которая лишена современной санитарно-эпидемиологической инфраструктуры. Так, как это произошло и происходит во многих странах Латинской Америки, где в последнее время ставятся антирекорды по заболеваемости и смертности среди зараженных [2].
4 Разночтения в интерпретации причин и следствий пандемии остаются. Причем в нашем восприятии не исключена связь возникновения нынешней модификации коронавируса с климатическими отклонениями. Далекая история, касающаяся биосферы, дает нам немало пищи для аналогий относительно того, как осуществляется адаптация видов к изменениям среды, как мимикрия реализует себя посредством мутации – mutatis mutandis. Иначе говоря, нельзя сбрасывать со счетов и такой результат глобального потепления. А коли так, то и связь с общей проблематикой устойчивого развития проступит вполне явственно.
