Electoral Turnout in Municipal Elections in Post-Communist Countries

In this article, the electoral turnout in the municipal elections held in post-communist states is compared. Using correlation analysis, comparing electoral turnout and its change as well as municipal/national electoral gap, the authors reveal principal features of the electoral behavior in the local elections. The study shows that the electoral turnout is not affected by the level of political competition and a size of municipalities either in Central and Eastern Europe (CEE) or in Russia. However, the turnout itself which is usually low can be explained with the use of the second-order elections theory. At the same time, the ongoing change does not prove the increasing number of disinterested or disappointed voters in some of the consolidated CEE democracies. On the contrary, a number of CEE states demonstrate a growing interest of voters towards a local government, sometimes by contrast with a real disappointment in national politics. Indeed, more successful democracies in the Northern part of Central and Eastern Europe usually deliver a higher turnout level. In Russian cities, the crucial influence of pro-regime mobilization is in evidence, while poorly developed civic culture of participation depresses the turnout. As a result, under conditions of weak interest of Russian authorities to boost turnout in the local elections, Russia experiences a natural decline in voter turnout also reflecting poor social efficiency of municipal authorities, which puts the country seriously behind CEE in terms of electoral turnout. Thus, the more successful consolidation of democracy in the CEE states created a turning point between growing and falling interest in local elections in different states and/or cities depending on individual political developments at the national level. Meanwhile, Russia experiences its own “natural” development resulting in falling local turnout caused by the lack of interest both from local communities and authorities.

1	Исследования электорального поведения на муниципальном уровне выборов несправедливо занимают периферийное положение в политической науке, в то время как основное внимание исследователей сосредоточено на общенациональных кампаниях. Явка избирателей на выборах в органы местного самоуправления обычно имеет самые низкие показатели по сравнению с президентскими и парламентскими выборами. Данная тенденция связана как с уровнем выборов, так и с небольшим объемом полномочий органов местного самоуправления (МСУ). Пониженная электоральная активность на выборах в органы МСУ вынуждает ученых разрабатывать теоретические рамки исследований, которые объясняли бы особенности электорального поведения на субнациональных или иных “второстепенных” выборах. Основоположники теории выборов второго порядка¹ К. Райф и Г. Шмитт отмечают, что особенностями таких выборов являются высокая доля абсентеистов², а также более заметное предпочтение избирателями малых и оппозиционных партий [1].	1. Теория выборов второго порядка рассматривает региональные и муниципальные выборы как второстепенные или имеющие подчиненное положение по отношению к общенациональным кампаниям. Аналогично второстепенными считаются выборы в Европарламент, ставшие одним из оснований для разработки этой теории. 2. Под абсентеистами понимаются избиратели, которые не принимают участия в выборах.
2	При этом стоит обратить внимание на то, что на муниципальном уровне явка избирателей также зависит от типа выборов. Обычно электоральная активность на выборах главы муниципального образования выше, чем на выборах представительных органов власти при условии, что выборы проходят раздельно. Данная закономерность объясняется тем, что на выборах главы муниципального образования избиратели склонны делать стратегический выбор, ожидая, что победитель в большей степени влияет на процесс принятия решений. В то же время выборы в представительные органы власти отличаются более высокой конкуренцией и экспрессивным голосованием. Это связано с тем, что на выборах представительных органов власти избиратели в большей степени выражают свои политико-идеологические предпочтения [2]. Схожие закономерности наблюдаются и по результатам общенациональных кампаний.
3	Сравнение явки избирателей в городах Центральной и Восточной Европы (ЦВЕ) и России представляется релевантным в связи с принадлежностью стран ЦВЕ к “социалистическому лагерю” на старте демократических преобразований. При этом различный характер демократических трансформаций, особенности функционирования органов местного самоуправления и партийных систем выражаются и в различиях электорального поведения.
4	Основная проблема, с которой сталкиваются исследователи, изучающие электоральное поведение на посткоммунистическом пространстве, заключается в неоднозначности ответа на вопрос о том, способствуют ли переход к демократии и ее последующая консолидация повышению электоральной активности. Распространено мнение, что для более успешных демократий характерна гражданская культура участия, подразумевающая высокую явку. Но проблема связана с противоречивыми выводами относительно динамики явки избирателей во время демократических преобразований и в последующий период. Ключевым вопросом остается влияние на культуру участия в выборах процесса посткоммунистической демократизации.
