“Arab Factor” in American Elections: Between D. Trump and J. Biden

Abstract

Pro-Arab lobbyism is structurally divided into two levels: formal (lobbyism of individual Arab states, usually coordinated by their embassies in Washington, which hire local PR companies) and informal (political activity of communities of American citizens of Arab origin). Despite the relationship between them, the directional vector of these two levels of lobbyism does not always coincide, and not in everything. Formal lobbying aims to improve the quality of bilateral relations between an individual Arab state and the United States, including to provide American assistance in meeting challenges of this state in the Middle East. The attempts of the Arab embassies to rely in this work on the local support base among their former compatriots are not always successful, since the range of interests of the latter is mainly confined to solving their own domestic problems, which are usually associated with the need for adaptation in American society. Moreover, the participation of both types of pro-Arab lobby in the 2016 U.S. presidential campaign revealed the divergence of their interests: the efforts of state lobbyists (Saudi Arabia, the UAE, Qatar, Kuwait, Bahrain and Egypt) were aimed at mobilizing support for Republican D. Trump while the majority in American-Arab communities (AAC) chose to vote for H. Clinton. This situation is generally repeated during the 2020 campaign. Moreover, this time the differences have deepened even more: the AAC are making efforts to prevent D. Trump's second term, and for doing this they are ready to vote for J. Biden; the Arab monarchies in the Persian Gulf, on the contrary, are doing a lot for the victory of the current head of the White House. In general, pro-Arab lobbyism (“Arab factor”), like pro-Israel one as well, objectively involve Washington in the military-political vicissitudes of the Middle Eastern region, trying to keep this agenda among priorities of the U.S. foreign policy.

ОСОБЕННОСТИ ПРОАРАБСКОГО ЛОББИЗМА В США
2 Проарабский лоббизм подразделяется структурно на два уровня: формальный (лоббизм отдельных арабских государств, координирующим центром которого обычно становятся их посольства в Вашингтоне, которые нанимают местные PR-компании) и неформальный (политическая активность общин американских граждан арабского происхождения). Несмотря на имеющуюся между ними взаимосвязь, вектор направленности этих двух уровней лоббизма совпадает не всегда и не во всем. Формальный лоббизм преследует цель улучшить качество двусторонних отношений между отдельным арабским государством и США, в том числе и для обеспечения американского содействия в решении определенных задач данного государства в регионе Ближнего Востока. Попытки же арабских посольств опираться в этой работе на местную базу поддержки среди своих бывших соотечественников не всегда успешны, поскольку круг интересов последних в основном замыкается на решении их собственных проблем, связанных, как правило, с потребностью адаптации в американском обществе. Более того, участие обоих видов проарабского лобби в президентской кампании 2016 г. в США выявило разнонаправленность их интересов: усилия государственных лоббистов (Саудовской Аравии, ОАЭ, Катара, Кувейта, Бахрейна и Египта) были ориентированы на мобилизацию поддержки республиканца Д. Трампа, в то время как большинство в американо-арабских общинах (ААО) предпочли голосовать за Х. Клинтон. Эта ситуация в целом повторяется и в ходе кампании 2020 г. Традиционно влияние голосов американских арабов особенно ощутимо в штате Мичиган, а также в отдельных округах штатов Калифорния (Лос-Анджелес), Нью-Йорк, Техас, Флорида, Нью-Джерси, Иллинойс, Огайо, Массачусетс, Пенсильвания, Вирджиния, [1]. В ряде случаев активность именно этнических меньшинств, как это происходит время от времени с ААО, оказывает решающее воздействие на результаты федерального уровня, обеспечивая перевес в пользу определенных кандидатов в так называемых колеблющихся штатах1. 1. “Колеблющимися штатами” называются штаты, в которых накануне выборов наблюдается приблизительно равный уровень популярности кандидатов от обеих основных партий.
3 Американо-арабские общины представляют собой многочисленные группы граждан, идентифицируемых прежде всего по этнокультурному признаку: выходцы (уже в нескольких поколениях) из различных арабских стран2, воспитанные в определенной культурной среде и говорящие на арабском языке. Таковых насчитывается, по имеющимся данным, свыше 3.7 млн человек [2]: они проживают во всех 50 штатах и в центральном округе Колумбия (в Вашингтоне). Координацию различных аспектов жизни арабских сообществ осуществляет избираемый орган с консультативными полномочиями – Национальный политический совет (National Policy Council). 2. В арабских общинах США количественно преобладают выходцы из следующих стран: Ливан (по всем штатам), Египет (штат Нью-Джерси, Теннесси, Джорджия), Марокко (Аризона), Сирия (Род-Айленд), Ирак (штат Калифорния, Мичиган), Судан (Небраска, Южная Дакота), палестинцы (Калифорния, Иллинойс).
4 Роль ААО в избирательном процессе в США начала заметно возрастать в 90-е годы во многом вследствие увеличения удельного веса ближневосточной проблематики как во внешней, так и во внутренней политике этой страны. Первое связано с резким увеличением масштабов военного присутствия США в регионе в контексте формирования международной коалиции для выдворения Ирака из оккупированного им Кувейта в 1990–1991 гг. (операция “Буря в пустыне”). Демонстрация положительного отношения ААО к этим действиям была важна для Вашингтона как во внутриполитическом плане (для мобилизации широкой общественной поддержки), так и для формирования имиджа США в странах Ближневосточного региона. Еще более значимый выход ААО на общенациональную политическую арену США был связан с последствиями мега-терактов 11 сентября 2001 г., вызвавшими повышенную напряженность в отношениях с арабскими странами. Многие американцы тогда были склонны ставить под сомнение целесообразность партнерства с ними (в частности, с Саудовской Аравией). В ответ на это президент Дж. Буш мл. применил по существу ту же PR-стратегию, что и его отец при операции “Буря в пустыне”, – продемонстрировал возможность взаимопонимания между США и арабскими странами на конкретном примере положительных отношений его администрации с ААО.
