Abstract

The study is devoted to the military-political and military-economic relations between the United States and the European Union. At the end of 2017, the EU announced the launch of two projects: Permanent Structured Cooperation (PESCO) and European Defence Fund (EDF). These organizations aimed to develop the European armed forces and the military-industrial complex. The U.S. have criticized these initiatives, noting that they could harm transatlantic relations. The main goal of the study is to analyze the contradictions that emerged after the launch of PESCO and EDF. The research is based on the positions of the U.S. and EU officials, Russian and foreign experts, as well as on the use of statistical data. The author analyzes four main issues. Firstly, it is the features of the U.S.-EU relationship in the defenсe sector. It is concluded that a better model for Washington would be the growth of European spendings in the absence of institutions development. There are also some difficulties in the export control system, the unequal dependence of the United States and the EU on arms exports. Secondly, American criticism of PESCO and EDF is observed. The main admonitions come down to a serious restriction of non-European companies’ participation. The U.S. warns its allies against protectionism on the European defenсe market and negative consequences for cooperation in R&D.  Thirdly, export control issues are studied. The system that exists between the United States and different European countries is not evenly developed. It prevents the EU from obtaining necessary technologies and impedes its exports. This situation is an incentive for the development of independent European projects in defenсe. Forth, a comparison of mutual arms trade and R&D expenditures is made. The United States do not have an objective need for the procurement of European arms. In turn, the EU imports 25% of its armament from the U.S. The development of PESCO and EDF may have a limited negative impact on American exports to Europe, as well as impede the U.S. participation in R&D projects. The most sensitive restrictions can be made in the field of unmanned systems. The author concludes that there are systemic contradictions in transatlantic relations that impede the development of PESCO and EDF. The United States are not dependent on EU arms imports. But maintaining existing ties has important political motives. It contributes to the possibility of Washington’s influence on the allies. However, the existing model is pushing the European Union to create separate defenсe projects. At the same time, the development of PESCO and EDF would force the United States to discourage such trends.

1 В американской системе союзов трансатлантические отношения занимают особое место. Они традиционно рассматриваются Вашингтоном как одна из основ его влияния в мире. Их важнейшая составляющая – военно-политические и военно-экономические связи. Окончание холодной войны способствовало закреплению неравноценной зависимости ЕС от США в сфере безопасности. Возникли противоречия и в вопросах стратегического мышления. Вашингтон ориентируется на реализацию своих национальных интересов по всему миру, ЕС более сосредоточен на обеспечении безопасности своего региона и ближайшей периферии – востока Европы, севера Африки, восточной части Средиземноморья. Эта разница подходов неоднократно становилась поводом для противоречий между союзниками. Соединенные Штаты традиционно критикуют европейцев за недостаточность военных расходов и низкий уровень готовности их вооруженных сил. Вне зависимости от того, кто руководит внешней политикой Вашингтона – демократы или республиканцы, – основные претензии и требования не меняются.
2 С приходом в Белый дом республиканца Дональда Трампа в трансатлантических отношениях обнаружилось углубление некоторых противоречий. Классическая критика в адрес союзников по НАТО, в связи с недостаточностью их военных расходов, была дополнена односторонними действиями администрации. Введение ряда торговых пошлин, затрагивающих ЕС, отказ от участия в международных организациях (выход из ЮНЕСКО в 2018 г., приостановка спонсирования ВОЗ в 2020 г.) и договорах (прекращение действия ДРСМД в 2019 г., участия в Парижском соглашении в 2020 г.) послужили негативным сигналом для европейцев. Лидеры стран − членов ЕС реагировали в эмоциональном ключе. Канцлер Германии Ангела Меркель заявляла о необходимости для Европы “взять свою судьбу в собственные руки” [1], президент Франции Эммануэль Макрон высказывался о необходимости создания европейской армии [2] или же констатировал “смерть мозга” у НАТО [3]. На этом фоне представители американских правящих элит демонстрировали глубину внутренних межпартийных противоречий на международной арене. Например, на Мюнхенской конференции по безопасности в 2019 г. выступавшие друг за другом вице-президент, республиканец Майк Пенс и его предшественник демократ Джо Байден (2009−2017 гг.) придерживались диаметрально противоположных позиций. Если первый требовал от европейских союзников повышения их доли в обеспечении трансатлантической безопасности, то второй обещал, что США “вернутся” к Европе после смены администраций и ухода Д. Трампа [4].
3 Параллельно с обнаружившимися разногласиями, ЕС предпринял наиболее серьезную попытку повышения своей оборонной самостоятельности не только на уровне вооруженных сил, но и в сфере ВПК, что отразилось в запуске в 2018 г. Постоянного структурированного сотрудничества по вопросам безопасности и обороны (Permanent Structured Cooperation, PESCO), а также создания в 2017 г. Европейского оборонного фонда (European Defence Foundation, EDF). Участие в их работе приняли все члены ЕС за исключением Дании, Мальты и Великобритании, покинувшей Союз в начале 2020 г. В отличие от предыдущих инициатив, новые носят обязывающий характер для государств участников, а заявленные планы представляются амбициозными и далеко идущими. Предполагается, что в рамках PESCO при поддержке EDF будет реализован ряд инфраструктурных, организационных, научно-технологических проектов для повышения обороноспособности ЕС.
