Trump 2020: Protest President in Polarized Country

Abstract

On November 3, 2020, the experiment started with the election of 2016, which broughtthe alien to the White House, will end. D. Trump’s nonconformism, political incorrectness, his playing out of the rules mirror a highly polarized process of the last decades. All four years of his Presidency, the ideologically divided political system has been trying to push this alien out not letting him make any radical changes. Trump survived, as well as the system. He followed Obama: in a polarized environment, he succeeded only with one element of his ambitious agenda – the tax reform, all the rest of his presidency he spent in battles. Democrats in Congress and on the streets are mad and angry about Trump as much as Republicans disliked Obama: during the four years, his approval rate among them was moving between 3% and 8%; in Congress, Democrats blocked all his initiatives and spent their time in principal but hopeless and useless try to impeach him. The federal government stopped functioning as one mechanism: Congress has been focusing on investigations, while the President has been changing personalities in his Administration and baking executive orders trying to cope with his agenda. The society has been boiling over on partisan line: Democrats alike their congressmen have been dreaming to kick out the alien President from the White House, while Republicans were stable in their loyalty to their President: 86% have supported him in all the ups and downs of his war with the Congress, Washington bureaucracy, media and liberals. In four years, it became obvious that the divided society being even more polarized now than in 2016 is starving for changes while the divided establishment is blocked in ideological radicalization unable to reach a compromise needed to respond to society. Whoever wins on November 3, Trump will stay in history not as an outsider, but as one more leader trapped in polarization that mirrored and fortified the ideological divide. The loop of the polarization brings the leaders to the political stage, who, being the face of the protest, are unable to challenge it with all their ambitious agendas drown in polarized Washington. Still the charge of the protest that they bring to the system speed up the transformation.

1 3 ноября 2020 г. американцы не просто выбирают президента, они решают судьбу эксперимента, запущенного неожиданным исходом выборов 2016 г., приведшего в Белый дом “чужака”. Его нонконформизм, неполиткорректность, нежелание считаться со сложившимися правилами игры оказались концентрированным отражением поляризованного политического процесса последних десятилетий. Все эти четыре года идеологически расколотая политическая система сопротивлялась, стремясь вытеснить из себя чужеродный элемент, не дать ему внести непоправимые изменения. Трамп устоял, но повторил путь Б. Обамы: в поляризованной среде он смог реализовать один единственный пункт своей амбициозный повестки – провести налоговую реформу, оставшееся время он провел в сражениях. Демократов во власти и в обществе он не устраивает настолько же, насколько Обама не устраивал республиканцев: за четыре года рейтинг одобрения среди демократического электората балансировал в небольшом диапазоне от 5 до 9%, лишь несколько раз превысив 10% [1], демократы в Конгрессе блокировали все его предложения и бросили все свои усилия на подготовку и реализацию заведомо провального импичмента. Федеральное правительство просто перестало функционировать как единый организм: Конгресс занимался расследованиями, президент менял окружение и издавал исполнительные указы, чтобы выполнять предвыборные ожидания.
2 Общество, предоставленное самому себе, негодовало жестко по партийной линии: демократический электорат не менее конгрессменов мечтал избавиться от неугодного хозяина Белого дома, а республиканцы стабильно сохраняли верность своему президенту: 86% в среднем поддерживали Трампа во всех перипетиях его войны с демократами и системой [2]. При этом экономика продолжала расти рекордными темпами, давая Трампу все основания рассчитывать на переизбрание.
3 Однако внезапно ситуация резко изменилась: пандемия уничтожила благоприятные социально-экономические условия, создававшие видимость благополучия, и обнажила главное – американское общество кипит, запрос на перемены с его стороны полностью противоречит стремлению истеблишмента сохранить все, как есть. Избрание Трампа в 2016 г. было только началом пути перемен, на которые американцев толкает власть. Выборы 2020 г., не предоставляя реального выбора, лишь откладывают большие перемены еще на четыре года.

5 В июне текущего года всего 21% американцев был уверен, что страна движется “в верном направлении” [3], еще 12% были удовлетворены положением дел в стране [4]. Коронавирус смешал предвыборные карты действующему президенту: экономический рост неожиданно превратился в исторический экономический спад, праймериз в условиях карантина из традиционного политического шоу выборного года, к которому приковано все общественное внимание, превратились в формальное мероприятие. На смену пришли массовые протесты, в обществе доминируют страх и гнев [4]. Четыре года президентства Трампа, начавшиеся с протестов под лозунгом “не мой президент”, завершаются на той же ноте: американцы все еще протестуют – Трамп так и не стал “своим” для большей части страны. За четыре года его рейтинг колебался между 38 и 46% [3], а число тех, кто негативно оценивал его деятельность, стабильно превышало 50%.
