Abstract

The U.S.-Ukraine relations are a multi-faceted phenomenon. Their significance goes beyond the lines of the exclusively bilateral agenda. They are an important factor in Washington’s policy of consolidating European allies around the idea of preventing the strengthening of Russia’s influence in the post-Soviet space. From Kiev’s viewpoint, the strategic cooperation with Washington is considered as an important tool to promote the Euro-Atlantic aspirations of Ukraine, and to restore its “territorial integrity” deterring Russia. Despite a significant research interest to the problems of the U.S.-Ukraine relations in the period of 2014–2019, it should be emphasized that most of authors focus on this topic only in wider international contexts or cover some particular issues (military cooperation, financial assistance, diplomatic support). Due to these conditions, the proper logic of relations between the United States and Ukraine does not always remain open and explained. In this regard, a comprehensive approach to the analysis of the U.S. policy towards Ukraine and vice versa should be regarded as an advantage of this article. The authors consider Washington’s diplomatic steps to consolidate and mobilize external support in favor of Kiev after the loss of the Ukrainian jurisdiction over Crimea, as well as an effective control over a part of the South-East regions of the country. The article also analyzes the American humanitarian and military assistance to Ukraine, and its structure. It identifies the priority sectors funded by the American government. The provision of the U.S. assistance is examined in comparison with the donor activity of international organizations (International Monetary Fund, International Bank for Reconstruction and Development) and the European Union. The analysis of the American involvement in the processes of Ukrainian domestic reforms in terms of their effectiveness is also given. The authors evaluate the effectiveness of U.S.-Ukrainian cooperation through the prism of the “alliance dilemma”. Special attention is paid to difficulties and differences in relations between strategic partners, which have arisen after 2014 and outline the limits of possibilities for Washington's influence in resolving the Ukrainian crisis.

1 Вся история отношений между США и Украиной за период между распадом СССР и так называемым “евромайданом” представляет собой своеобразную ломаную линию. Всплески взаимного интереса, попытки выстраивания долгосрочной взаимовыгодной кооперации чередовались разочарованиями и спадами. На период президентства Виктора Януковича (2010−2014 гг.) пришлась стагнация в двусторонних отношениях. Вашингтон был разочарован коррупцией в высших эшелонах украинской власти, отсутствием четкого внешнеполитического курса (казавшегося излишне комплементарным в отношении России и ее евразийским интеграционным проектам), а также отсутствием активной внутренней динамики [1, pp. 315-335]. Однако политический кризис, приведший к свержению четвертого украинского президента, присоединению Крыма к РФ и вооруженному конфликту в Донбассе, создали принципиально новую ситуацию. В США все это было интерпретировано как слом статус-кво в Европе, сложившегося по итогам завершения холодной войны и распада СССР [2, p. 4]. Как следствие и Вашингтон, и Киев получили мощные импульсы к сотрудничеству. Для США было крайне важно продемонстрировать всем, что их присутствие в Европе по-прежнему эффективно, а для Украины взаимодействие с заокеанским партнером виделось как получение дополнительных возможностей для решения внутренних и внешнеполитических проблем и не в последнюю очередь рассматривалось как противовес России. При этом вместо прежних проблем в двусторонних отношениях возникли новые вызовы, обозначившие пределы для углубления американо-украинской стратегической кооперации [3, pp. 51-76]
2 Как бы то ни было, фактор США в политической повестке дня Украины последних пяти лет невозможно недооценить. Фактически Вашингтон сыграл определяющую роль в мобилизации и консолидации подходов всего Запада по отношению к поддержке позиций Киева на международной арене. Не менее важным было и оказание военно-политической и экономической помощи. Все это вызывает значительный исследовательский интерес к политике США на украинском направлении. Насколько события 2014 г. изменили подходы Вашингтона? Насколько ближе стали позиции США и Украины – как по вопросам двусторонней повестки дня, так и по всему спектру проблем международной безопасности? Достаточно ли факта поддержки украинского суверенитета для того, чтобы утверждать, что Вашингтон готов гарантировать безопасность своего партнера, активно продвигать его членство в НАТО?
3 В той или иной степени, эти вопросы рассматриваются в академических публикациях и аналитических докладах. Но, как правило, они анализируются в более широких контекстах. Ряд исследований посвящен влиянию украинского кризиса на эволюцию американской внешнеполитической линии либо в целом, либо на российском и восточноевропейском направлении. Однако Украина при таком подходе видится как триггер активизации Вашингтона в Центральной и Восточной Европе, но ее собственная линия, а также эволюция подходов США по отношению именно к этой стране – темы, которые остаются недостаточно освещенными [4, pp. 87-100; 5; 6, pp. 3-9]. Тем не менее исследователи фиксируют, что, несмотря на прозападную риторику украинских политиков и практические шаги по укреплению стратегического партнерства с Вашингтоном и Брюсселем, в Киеве существует недоверие относительно гарантий со стороны США. Так, по мнению А. Гараня и П. Бурковского, американцы по факту согласились с переходом Крыма под юрисдикцию России, что делает уязвимым стратегический американо-украинский союз [3, pp. 51-52].
