Abstract

The article analyzes the dynamics of relations between the Association of 10 South-East Asian States (ASEAN) and China in recent years. The author polemizes with the opinion of a number of researchers that, given the growing confrontation between the United States and the PRC, the ASEAN could not but choose one side or the other. It is shown that under the current difficult conditions, they carry out a time-tested policy of hedging risks, avoiding joining one or another superpower. The article demonstrates that in recent years, China as the main economic partner of the ASEAN has significantly strengthened its comprehensive cooperation with the Association countries. The U.S. policy during the first term of the Trump administration also contributed a lot to this. The ASEAN and the PRC give their relationship the status of a strategic partnership. But they still have a long way to go and will need considerable effort to build the necessary strategic trust. The dangerously smoldering controversy around the sovereignty over the Islands and the waters surrounding them in the South China Sea continues. Equal and mutually beneficial cooperation, the article argues, has no reasonable alternative. Only it opens the way to peace and prosperity for all states in the region. This became even more necessary during the onset of the pandemic. The famous “ASEAN Way” (the way of a passionate search for agreement) supported by the postulate of equal and indivisible security, promoted by Russia in the region, can pave the way to solution of the problem, but not very soon.

2 Вместе с перемещением центра мировой экономики и политики в Азиатско-Тихоокеанский регион пришли серьезные проблемы и угрозы. Главная из них – системный, набирающий силу конфликт двух "сверхдержав": США и КНР. При этом обе считают этот регион "своим". Прежний лидер – США, борется за сохранение своих до недавнего времени господствующих позиций, а идущий ему на смену Китай не менее энергично пытается вытеснить соперника. В этом контексте китайско-американские отношения характеризуются нередко применяемым в таких случаях выражением “ловушка Фукидида”, описанная древнегреческим философом и историком Фукидидом (Thucydides) в его “Истории Пелопонесской войны” в V веке до н.э., когда Афины и Спарта оказались заложниками в “ловушке неизбежной войны”, созданной ростом могущества Афин и страхом Спарты перед их усилением. Это стало классической проблемой слабеющего лидера и набирающего силу претендента на его позицию1. 1. Это выражение первым применил декан Высшей школы государственного управления им. Джона Ф. Кеннеди при Гарвардском университете, профессор Грэхам Аллисон. Через несколько дней после визита Председателя КНР Си Цзинпина в США, в сентябре 2015 г. в журнале Atlantic вышла его статья “Ловушка Фукидида: США и Китай идут к войне?” (The Thucydides Trap: Are the U.S. and China Headed for War?).
3 Десять стран Сообщества АСЕАН оказались на пересечении стратегических интересов США и Китая. Оба эти государства оказывают на Сообщество постоянное давление с целью привлечь на свою сторону. Странам АСЕАН не часто удается найти общий язык. В научном сообществе немало критиков АСЕАН. Они не замечают ее крупных достижений прежде всего в том, что за полвека существования ей удалось избежать серьезных конфликтов между государствами-членами и обеспечить их экономическое развитие. АСЕАН – это не ЕС и не НАТО. В регионе, исторически раздираемом конфликтами, Ассоциация с ее испытанным “методом АСЕАН” (ASEAN Way) – это не самая плохая альтернатива. Достаточно спросить, а что бы стало с ЮВА, если бы не многолетние терпеливые усилия ее лидеров в поисках консенсуса?
4 31 декабря 2015 г. в столице Малайзии Куала-Лумпуре они провозгласили Сообщество АСЕАН, основанное на “трех китах” – сообществах политики и безопасности, экономическом и социально-культурном. Постепенно оно становится единым экономическим пространством с населением 650 млн человек (9% населения Земли) и общим объемом ВВП в 2018 г. почти 3 трлн долл. Оно занимает 5-е место в мировой экономике после ЕС, США, Китая и Японии. Ожидается, что к 2050 г. Сообщество может стать и четвертой экономикой мира, если сохранит среднегодовые темпы роста экономики 5.1% [1].
5 Это уже совсем не та рыхлая коалиция пяти государств ЮВА, решивших в 1967 г. объединить усилия против “экспансии китайского коммунизма”. Сегодня одна Индонезия с населением в 270 млн (почти равная США по численности населения) обладает экономикой, которая через пару десятилетий тоже может стать четвертой в мире. Население Вьетнама и Филиппин приближается к 100 млн человек. Только эти три страны в среднесрочной перспективе будут обладать экономикой выше 1 трлн долл. [2]
