Abstract

The article discusses internal and external factors affecting the growth and structure of the PRC economy at the present stage. Currently, China has found itself in a complicated position requiring a parallel solution of two major tasks: the steady transformation of its development model in order to create a modern economy based on advanced technologies and innovations, as well as the restructuring of foreign economic relations and regrouping among the main trading partners in connection with the ongoing US-China trade conflict. The PRC leadership has taken a number of measures to maintain stable economic growth, including monetary easing, reduction of tax burden on the economy, promotion of public-private partnership, active attraction of foreign investors and creation of free trade zones. The PRC Law on Foreign Investments was adopted in March 2019 and entered into force starting from 2020. In accordance with the new law, foreign enterprises obtain national status at all stages of the investment process. The law significantly enhances the legal protection of foreign entrepreneurs. However, despite all efforts of the government main socio-economic indicators demonstrate the continuation of the downward trend prevailing in the PRC in previous years. At the same time, certain positive structural changes that have occurred in the economy have to some extent mitigated the effects of the slowdown in China's economic growth. Both China and the United States incur losses caused by mutual application of trade sanctions. The ongoing Sino-US negotiations are aimed at finding a compromise solution acceptable for both sides. As a result, in January 2020, after 12 rounds of negotiations, the Chinese-American economic agreement was signed, representing the first phase of the trade deal between the two countries. However the parties face a difficult and, most likely, lingering prospect of resolving their trade and economic contradictions within the second phase of the negotiation process.

1 В современном мире Китай прочно занимает одну из лидирующих позиций. В последние годы он генерирует 30% роста всей мировой экономики и примерно 2/3 – в АТР. Являясь крупнейшим экспортером, КНР поставляет на внешние рынки уже не только трудоемкие промышленные товары с низкой добавленной стоимостью, но и разнообразную высокотехнологичную инновационную продукцию современных отраслей промышленности. Не меньшую роль страна играет и как источник финального спроса в рамках мирохозяйственной системы. В результате даже не самые глубокие колебания в ее национальной экономике незамедлительно отзываются проявлениями волатильности на различных секторах мирового рынка, привлекая пристальное внимание политиков и экспертов.

ФАКТОРЫ РИСКА

3 Прежде всего отметим общее замедление экономического роста КНР в последнее время. Если в первое десятилетие нового века среднегодовые темпы прироста ВВП достигали рекордных 10%, то в 2018 г. они снизились до 6.6%, а в 2019 г. до 6.1%. Это явление имеет долговременную природу, поскольку обусловлено главным образом осуществляемой в стране кардинальной сменой модели развития и соответствующим изменением отраслевой структуры экономики. От прежней, ориентированной на экспорт, капиталоемкой, трудо- и энергозатратной экстенсивной экономической системы Китай настойчиво пытается перейти к более эффективной экономике, опирающейся преимущественно на внутренний рынок и потребление с широким использованием современных экологически чистых технологий и инноваций.
4 Понижающее воздействие структурных преобразований на экономическую динамику дополнительно усиливается циклическими колебаниями инвестиционного и потребительского спроса как в собственной, так и в мировой экономике. В частности, непомерный рост цен на жилье в городах КНР и связанная с этим высокая закредитованность населения обусловили ужесточение государственного финансового надзора и ограничение заемной активности местных властей. В результате темпы прироста инвестиций в инфраструктуру в начале 2018 г. составили лишь 3% против наблюдавшегося еще несколько лет назад среднегодового уровня 20% [1, p. 2]. В 2019 г. платежеспособный потребительский спрос в Китае не избежал негативного воздействия прокатившейся по миру африканской свиной чумы, уже в первое полугодие спровоцировавшей не только заметный (на 21%) рост цен на свинину, но и общее подорожание продовольственных товаров.
5 Важным фактором, влияющим на настроения участников рынка, стал торговый конфликт между Китаем и его основным контрагентом – США. Причиной конфликта явились давние претензии американцев к китайской стороне по разным поводам. Здесь и неоднократное нарушение прав интеллектуальной собственности, и недобросовестная конкуренция на международном рынке с использованием искусственно заниженного валютного курса юаня, и, наконец, получение в результате всего этого несправедливых преимуществ во внешней торговле, выражающихся, в частности, в огромном торговом перевесе КНР. В 2018 г., например, по данным ГСУ КНР, при экспорте китайских товаров на 478 млрд долл. встречные закупки Пекином американской продукции составили лишь 155 млрд долл., обусловив дефицит США в двусторонней торговле в размере 323 млрд долл.
