Abstract

The article attempts to present the problem from a multidisciplinary perspective. It deals with the circumstances of the increasing influence of the extreme right flank of the party-political spectrum in the European Union countries – the instability of the world economy, a number of economic and socio-cultural factors. Among them there is not only the failure of the policies of national left forces (social democrats that have been in power in many EU countries for quite a long time), but also are new supranational factors. The role of the European Commission’s deconstructive policy in the competition sphere in strengthening the positions of nationalist parties in the EU countries is highlighted. Specifics of terminology in definition of various kinds of nationalist forces in the EU are characterized. An analysis of the quantitative results of the 2019 election for nationalist parties demonstrates that the strengthening of their radical extreme right flank in six founding EU member states (Old Europe) is of special importance. The more heterogeneous composition of the European Parliament 2019–2024 compared to the past one is associated with the strengthening of the right-wing nationalist parties’ positions. In the former socialist countries (New Europe), the situation is different: in Hungary and Poland (the two largest of them), the extreme right parties are pushed into the background owing to the unconditional victory of more moderate nationalist parties. Various kinds of right-wing forces are highlighted. The quantitative results of the EP election and the membership of its factions are presented separately for the six founding EU countries and for other member states; the election results are evaluated. Supranational legal rules that weaken the European Union need to be adjusted to reflect the new realities in the global economy and politics. This is one of the European Parliament’s tasks for 2019–2024. Ignoring the emerging new realities creates the basis for the widespread growth of nationalism and the strengthening of nationalist parties’ positions not only in the EP. It is concluded that the nationalist forces do not have a calculated long-term development strategy, which ensures the key role of moderate political forces in European politics.

1 Нестабильность мировой экономики, последствия финансового кризиса 2008–2009 гг., кризисов суверенных долгов еврозоны (2012 г.), миграционного (с 2015 г.) вызвали рост поддержки правых националистов-популистов. Это явление правомерно рассматривать и как реакцию на усиление диспропорций в распределении национального дохода в крупнейших экономиках, включая западноевропейские. Доходы наиболее обеспеченного 1% населения по сравнению с доходами наименее обеспеченной его части росли в 1.4 раза быстрее [1, с. 34]. Аналитики также связывают подъем популизма (идею Брекзита, напряженность в ЦВЕ в 2016–2017 гг.) с миграционным кризисом [2, с. 64; 3].
2 В странах Старой Европы с более высокой по сравнению со странами Восточной Европы степенью социальной защищенности населения и высокими госрасходами (лидер – Франция с 56% ВВП) обострилась проблема занятости (кроме ФРГ), возникла задача возрождения промышленности “на местах”. Все это послужило фоном распространения “феномена суверенного партикуляризма”, когда на первый план выдвигается абсолютная ценность суверенитета, преобладание национальных интересов [4, с. 18], идентичности и соответствующий дискурс [5; 6; 7], чем воспользовались крайне правые партии. К ним стал массово переходить электорат левых и крайне левых партий – представители наименее социально защищенных слоев общества, особенно в странах Старой Европы.

4 При анализе правого фланга партийно-политического спектра важно определить критерии классификации различных течений, чтобы понять, в чем отличие крайне правых националистов от просто правых националистов, а также “умеренных” националистов от просто националистов. Предложим три основных критерия. Во-первых, отношение к евроинтеграции: а) за расширение полномочий ЕС или за ренационализацию ряда полномочий, делегированных наднациональным органам; б) за или против Брекзита. Во-вторых, отношение к “европейским ценностям”, включая либеральную демократию, правовое государство, права человека. Партии, твердо отстаивающие эти ценности, конкурируют с партиями, склонными к авторитаризму. В-третьих, отношение к США и России: про- и антиамериканские, про- и антироссийские партии.
5 В центре внимания статьи находятся не консервативные правоцентристские партии, защищающие христианские, традиционные семейные ценности и ценности экономического либерализма, а крайне правые, радикальные партии во главе с такими “антисистемными” политиками, как М. Ле Пен во Франции, М. Сальвини в Италии, Г. Вилдерс и Т. Боде в Нидерландах и др. Анализу этой тематики посвятили свои работы многие российские исследователи (Г. Вайнштейн, А. Глухова, Н. Еремина, П. Осколков, И. Узнародов и др.). Нас же интересуют аспекты темы в контексте социально-экономических проблем (о них будет сказано ниже) на фоне итогов выборов в 2019 г.
