Abstract

The development trends of the world economy and world energy in 2000–2018 are subjects of authors’ analysis. It shows the strengthening of the positions of Asian countries in the world GDP (by PPP) and the weakening of the positions of Western states. While the developed postindustrial nations decrease energy consumption due to improving energy efficiency alongside with moderate growth in industrial production, the great fast-growing Asian economies, such as India or China, increase their demand for energy. The economic growth of these states is ensured by the growth in energy consumption. The nature of the consumption of various types of energy resources differs in postindustrial and developing countries. Traditional fossil fuels dominate the energy mix of fast-growing economies in Asia. At the same time, the share of renewable energy sources in their energy balances is growing in post-industrial countries. Available international forecasts show that by the middle of the 21st century the structure of the world energy balance will significantly change. The prerequisites and consequences of the energy transition during the fourth industrial revolution are examined, the leading role of natural gas in the world energy balance until 2040 is substantiated. Particular attention is paid to environmental issues and measures to control CO2 emission, the formation and functioning of hydrocarbon markets. It is noted that, as long as liberalism failed to create equally favorable living conditions for all countries and peoples, the world faces the need to find another economic model. The authors argue that the possibility of an effective combination of conflicting trends in competition and cooperation between Russia and China and other countries of the Eurasian space is being formed in the space of Eurasian continent. Greater Eurasia may become a guarantor of sustainable development of the global economy.

БОЛЬШАЯ ЕВРАЗИЯ – ГАРАНТ УСТОЙЧИВОГО РАЗВИТИЯ МИРОВОЙ ЭКОНОМИКИ

1 Либеральный мировой порядок в период с конца 1980-х до конца 2010-х годов превратился в негласную (и во многом навязанную) норму. Знаменитый тезис Ф. Фукуямы о “конце истории” мог возникнуть только потому, что после распада СССР и экономических реформ Дэн Сяопина в Китае в мире на тот момент не осталось ни одной привлекательной и жизнеспособной альтернативы либерально-рыночной модели социально-экономического устройства [1]. Сегодня очевидно, что либерализм не стал венцом экономической мысли, не сумев создать достойных условий жизни для всех стран и народов. С одной стороны, после окончания холодной войны существенно поднялось мировое производство товаров и услуг – преимущественно за счет эксплуатации дешевых трудовых и природных ресурсов развивающихся рынков при активной экспансии западного капитала. С другой стороны, резко выросло неравенство населения, преимущества экономического роста доставались в большей степени элитам, чем среднему классу и производительным силам. Социальные изменения, связанные с урбанизацией и массовой миграцией, во многом носили деструктивный характер, привели к комплексным изменениям рынков труда и самой организации трудового процесса [2]. Мировые кризисы последних десятилетий подталкивают к переосмыслению сложившихся экономических парадигм.

3 В период 2011–2018 гг. годовые темпы роста мировой экономики превышали 3%. Это свидетельствует о том, что мир несколько восстановился после кризисов 2008–2009 и 2012–2014 гг. Однако динамика мирового развития остается неустойчивой, а его темпы и характер сохраняют существенную неравномерность по странам и регионам. Лидерами экономического роста остаются Китай и Индия (5–6% в год), а также ряд стран Юго-Восточной Азии и Ближнего Востока. В то же время в развитых странах рост остается на уровне 1–2% в год (рис. 1).
4 Наиболее вероятно, что темпы мирового экономического роста в будущем продолжат замедляться. Всемирный банк ожидает, что по итогам 2019 г. темпы роста мировой экономики не превысят 2.6%, а в 2020 г. – 2.7% [4]. По оценке ООН, к 2040 г. они могут снизиться до 1.8–2.8% [5]. Мощный рост ряда развивающихся государств, в первую очередь азиатских, привел к усилению их роли в мировом хозяйстве (таблица).
5 Если четверку государств – лидеров по показателю ВВП (по паритету покупательной способности, ППС) уже на протяжении 20 с лишним лет составляют США, Китай, Индия и Япония (изменилась лишь их расстановка: США уступили первую позицию Китаю, а Япония отстала от Индии), то страны, занимающие в рейтинге 5–7 места, поменялись. С 2001 г. Россия вошла в шестерку стран лидеров по ВВП по ППС, оттеснив Францию, и на протяжении многих лет занимает эту позицию, а в 2018 г. в топ-7 экономик мира вошла Индонезия, сместив Бразилию на 8 строчку рейтинга. Таким образом, в топ-7 ведущих экономик мира (ВВП по ППС) сейчас входят пять государств азиатской части евразийского континента, что можно считать объективным следствием процессов в мировой экономике и геополитике.
