Abstract

The article considers a wide range of issues related to the tasks of providing permanent and durable peace on the Korean Peninsula. The problem of concluding a Peace Treaty instead of the Armistice Agreement is a cornerstone in building a new non-confrontational framework capable to provide the security of all parties involved as well as in establishing the conditions for equal cooperation between them. The authors argue that the realization of those tasks was possible due to positive developments in the American–North Korean and inter-Korean relations. In accordance with the Panmunjom Declaration signed by the leaders of the DPRK and the ROK, the two sides agreed to cooperate in bringing an end to the state of armistice and establishing a firm peace regime through multilateral meetings involving both sides as well as the United States and China. Another important step was the Comprehensive Military Agreement signed between two Koreas, which envisaged promoting arms control and introducing confidence-building measures. However, despite a certain warming of the climate on the Korean Peninsula, the transition from political declarations to practical steps for benefit of a comprehensive peaceful resolution has proven to be very difficult because of existing deep contradictions between the parties involved. The authors’ view is that as of now, the parties concerned have failed to launch any ad hoc multilateral arrangement aimed at outlining the contours of the future peace-building order on the Korean Peninsula. The reason is that the failure to settle the long-standing nuclear issue has obstructed progress on all the tracks, including the peace process there. In this vein, special attention is devoted to Russia’s approach and perspective. The authors illuminate that participation in the process of peaceful settlement of the key issues on the Korean agenda meets the vital interests of Russia in the context of tasks related to the establishment of the security and cooperation arrangement in the region of North East Asia.

1 23 июля 1953 г. подписанием Соглашения о перемирии в Корее (далее – Соглашение) завершилась кровопролитная Корейская война, которая полыхала на полуострове в течение трех лет. Документом предусматривался и ряд последующих шагов. Так, в ст. IV Соглашения содержалась рекомендация правительствам заинтересованных стран созвать в течение трех месяцев политическую конференцию для урегулирования путем переговоров вопросов, касающихся вывода из Кореи всех иностранных вооруженных сил, мирного урегулирования корейского вопроса [1].
2 Женевское совещание, в ходе которого рассматривался корейский вопрос, приступило к работе только в апреле 1954 г. В нем приняли участие делегации 19 стран, "наиболее заинтересованных в поддержании мира на Корейском полуострове", включая Советский Союз, КНР, США, Францию, Северную и Южную Корею.
3 Переговоры, однако, завершились безрезультатно, прежде всего потому, что ни одна из сторон не была готова идти на разумные компромиссы. Международная обстановка, которая определялась острой военно-политической конфронтацией противостоящих лагерей и глобальной атмосферой холодной войны, также не способствовала мирному разрешению корейской проблемы [2].
4 Следует добавить, что в этих условиях политическое руководство как КНДР, так и Республики Корея (РК) было настроено на достижение объединения исключительно силовыми методами. Раскол Кореи на два враждующих государства, которые отказывались признавать легитимность друг друга, обусловил сохранение хронической напряженности на полуострове, что в последующий период не раз ставило здешнюю ситуацию на грань нового военного конфликта [2].
5 В итоге Соглашение о перемирии, которое ранее мыслилось как временная, переходная мера к установлению прочной системы мира на полуострове, оказалось единственным правовым и политическим инструментом, обеспечивающим поддержание и сохранение статус-кво между Северной и Южной Кореей. В силу этих обстоятельств главным недостатком Соглашения оставалось отсутствие эффективных механизмов для предотвращения конфликтных ситуаций между противостоящими сторонами. Согласно тексту документа (ст. 25) все вопросы, связанные с нарушениями перемирия, надлежало рассматривать в рамках Военной комиссии по перемирию, образованной в составе представителей китайско-северокорейского командования и командования войсками ООН. Наблюдение за соблюдением условий соглашения было возложено на Комиссию нейтральных стран по перемирию, включавшую представителей Польши, Чехословакии, Швеции и Швейцарии. Ее реальные функции, тем не менее, сводились лишь к проведению независимых инспекций и направлению докладов командующим войсками противостоящих сторон о замеченных случаях нарушения Соглашения (ст. 41) [1].
6 Слабость Соглашения о перемирии как гаранта безопасности на случай нового военного конфликта в последующие годы побудила обе враждующие корейские стороны к поиску союзов и поддержки у соседствующих держав. Так, Южная Корея еще в октябре 1953 г. заключила с США Договор о взаимном обеспечении безопасности, а Северная Корея в 1961 г. – договоры о дружбе и взаимопомощи с Советским Союзом и КНР. Все эти документы содержали соответствующие военные статьи.
