Abstract

Against the background of the comprehensive crisis of the nuclear arms control treaties three new principle schools of strategic thinking have emerged and are affecting the governments of the great powers. One of them is “neo-hawks”, who are claiming that disarmament agreements are detrimental by hindering the development of new nuclear arms, which have once again become an effective tool of policy and war after deep reductions during the last thirty years. These experts advocate new programs of nuclear, conventional, and dual purpose weapon systems and elaborate strategic concepts of limited nuclear warfare, controlled escalation, and victory in a nuclear war. Another school – “idealists” who call for ending with nuclear weapons by a single grand treaty of the kind they managed to promote in the UN in 2017 – the Treaty on the Prohibition of Nuclear Weapons. The third school is “revisionists” who argue that nuclear multipolarity, proliferation and new military technologies (hypersonic missiles, cyber warfare, long-range armed drones, space weapons, etc.) have made traditional arms control outdated. They propose to revise the notions of parity and strategic stability, the practice of nuclear arms reductions and limitations, numerical ceilings and meticulous verification procedures. As a replacement they promote the idea of various multilateral dialogues with the goal of enhancing mutual nuclear deterrence, predictability, and trust among nations. A closer scrutiny demonstrates extreme danger of the first type of thinking which is leading to a nuclear war. The second school’s idea, for all good intentions of its authors, is impossible to implement. It mistakenly treats nuclear disarmament as a technical issue, while it is an extremely complex political and strategic problem. The third group may do still more harm by persuading state leaders and public opinion that the collapse of the arms control is not dangerous: allegedly it is possible to enhance security without long and exhausting negotiations and complex agreements. In contrast to the above ideas, provided political will of the leaderships of the major nations, it is still possible to save or revive some important treaties and move forward addressing many novel weapons and technologies by arms control talks. Dynamic changes of the world order, military hard- and software, and strategic thinking – all these are making arms control more vital for the Russian and international security than ever before.

1 Всеобъемлющий кризис системы и режимов контроля над ядерным оружием, о котором некоторые российские специалисты стали бить тревогу еще пять лет назад [1], сейчас признается на высшем государственном уровне России и многих других стран [2]. Рухнул Договор по ракетам средней и меньшей дальности (ДРСМД), имеет место полная неопределенность с продлением срока действия Договора по стратегическим наступательным вооружениям (ДСНВ-3) и, тем более, с возможностью следующего соглашения по этому вопросу, начался "подкоп" под Договор о всеобъемлющем запрещении ядерных испытаний (ДВЗЯИ), расшатывается Договор о нераспространении ядерного оружия (ДНЯО).
2 На фоне этого кризиса ныне образовались три основных новых направления мысли политиков и экспертов, в той или иной степени влияющих на институты исполнительной и законодательной власти ведущих государств. Одно из них – "неоястребы". Они доказывают, что соглашения по разоружению мешают развитию ядерного оружия, которое вновь стало эффективным средством политики и войны.
3 Другая стратегическая школа – "идеалистическая", которая призывает разом покончить с ядерным оружием через один грандиозный договор, и такой подход получил широкую международную поддержку.
4 Наконец третья школа – "ревизионисты" (этот термин не используется здесь с негативным оттенком, можно применять понятия "реноваторы" или "реформаторы"). Они утверждают, что ядерная многополярность (полицентричность) и новейшие военные технологии предлагают упразднение контроля над вооружениями по прежним стандартам и что нужен принципиально новый подход к этому вопросу.
5 Рассмотрим эти стратегические учения более детально с учетом их вероятного влияния на национальную политику государств и международную безопасность.

7 В последнее десятилетие подспудно происходила трансформация сложившегося к концу прошлой холодной войны консенсуса правящих элит СССР, США, других ведущих держава, мирового общественного мнения по ядерной теме. Тогда в обществе и на высшем государственном уровне возобладало мнение, что ядерная война повлекла бы катастрофические последствия для человечества, в ней нельзя победить, и она никогда не должна вестись [3]. Гонка ядерных вооружений стала восприниматься как важнейшая угроза международной безопасности [4]. Исходя из этой логики, независимо от идеологических и политических противоречий государств, следовало идти по пути сокращения ядерных вооружений и их нераспространения в качестве важнейшего условия предотвращения ядерной войны. Стратегическая стабильность трактовалась как устранение стимулов к нанесению первого ядерного удара1]. Также сложилось взаимное понимание, что любое ограниченное применение ядерного оружия сверхдержавами практически неизбежно повлекло бы эскалацию к глобальной войне [5]. 1.
