Abstract

In 2010s, Europe faced a wave of terrorist acts organized by extremists of Islamist-jihadist persuasion (one of important factors of this phenomenon is the emergence of the ISIL terrorist group in the foreground). This wave is associated with a number of factors, including the conflict in Syria. At the same time, the roots of jihadist terrorism in Europe have value-based nature. From the Islamist extremists’ point of view, Western values (in their broadest manifestation, from secularism to tolerance) are a priori deeply hostile and, therefore, a subject to destruction. The ideological constructs of radical Islamists exploit the themes of hostility of the West to Islam and the need for violence under the banner of “jihad” as the only possible answer to the “threat” to the Muslim world coming from the West. An alarming sign is the recruitment by terrorists to the ranks of their supporters among representatives of European youth (primarily of immigrant origin), who are the main object of skillful propaganda from radical Islamists. There is a reason to believe that the terrorist threat from Salafi jihadists will be significant for European countries in the foreseeable future. The terrorist threat can pose an existential challenge for Europe. Terrorist attacks carried out by jihadist extremists are not able to defeat Europe in a military sense, but they can seriously undermine the basic values that are of identity significance for Europe. The super-objective of the masterminds of jihadism is to create an atmosphere of hostility and mistrust between representatives of different faiths and communities in Europe. The spread of Islamophobic attitudes in Europe plays into the hands of jihadist extremists who rely on polarization between the indigenous people of European countries and the Muslim minority, in order to attract representatives of the latter (and make a special stake on young people).

1 Террористическая угроза – один из самых значительных вызовов в сфере безопасности, с которыми сталкивается современная Европа. Причем следует заметить, что терроризм является беспокоящим фактором на европейском континенте на протяжении целого ряда десятилетий. Однако до определенного момента странам Европы приходилось сталкиваться с террористическими актами, которые осуществлялись во имя различных идеологий, а теракты, подготовленные сторонниками крайне радикального прочтения ислама, являются во многом новым феноменом, который несет в себе огромный разрушительный потенциал, угрожая не только безопасности, не только жизням и здоровью европейцев, но также и европейской инфраструктуре, и самим общественно-политическим основам европейской жизни.

СТАРЫЙ ФЕНОМЕН В НОВЫХ ФОРМАХ

3 Действительно, подавляющее большинство терактов, осуществлявшихся до 90-х годов прошлого века в Европе, было в основном делом рук либо политических радикалов как ультраправого, так и левацкого толка (“Фракция Красной Армии”, “Красные бригады” и др.), либо националистов и сепаратистов (например, баскских, североирландских, корсиканских и т. д.). Несколько громких терактов, совершенных на территории Европы выходцами из стран Ближнего Востока, в том числе палестинскими “революционными” группировками (“Черный сентябрь” и др.) в 70–80-е годы, имели не религиозную (исламистскую), а скорее политическую, левонационалистическую подоплеку (на знамя поднимались прежде всего идеи национально-освободительной борьбы).
4 Исламистские группировки начинают устраивать теракты в европейских странах главным образом с середины 90-х годов. Наиболее заметными явлениями в этом контексте стали организованные во Франции “Вооруженной исламской группой” (ВИГ) взрывы в парижском метро в знак протеста против поддержки Парижем алжирского правительства. В 1994 г. эта же группировка совершила угон самолета, летевшего из Алжира в Париж, и собиралась взорвать его над Эйфелевой башней. Лишь действия французского спецназа сорвали замыслы террористов, послужившие, вероятно, моделью для устроителей терактов 11 сентября 2001 г. в США. (В этой связи стоит заметить, что многие из участников атаки на Америку жили в Европе.) Впрочем, на наш взгляд, теракты, осуществленные исламистами из “ВИГ” в 90-х годах во Франции следует рассматривать не столько в плоскости “глобального джихада”, сколько в рамках гражданской войны в Алжире.
5 Начиная с 2000-х годов становится очевидным, что тон в террористической идеологии и практике на территории Старого Света задают радикальные исламисты, выступающие под знаменем идеологии джихадистского толка (при этом “джихад” воспринимается ее носителями прежде всего – если не исключительно – как непримиримая война против всех, кто не разделяет воззрений экстремистов, “оттеснивших на обочину” традиционно действовавших в Европе ультраправых, ультралевых и националистических экстремистов).
