Abstract

The article focuses on key characteristic features of spending reviews in the OECD countries and formation of institutional environment allowing for introduction of such reviews in the Russian Federation. Spending reviews have been applied as an element of project and program appraisal and evaluation in several OECD countries since 1980-s. Their limited nature at that time could be proved by the fact that they were mainly used only when governments faced severe budget deficits. After the global financial crisis (2007-2008) the situation has drastically changed: spending reviews evolved into an independent instrument of public finance management. The new approach assumes application of spending reviews both for identification of inefficient budget/ program expenditures and reallocation of freed financial resources in line with medium-term policy priorities. In the recent years, a set of principles has been developed and implemented in several OECD countries thus creating enabling environment for the further expansion of spending reviews in countries with different level of economic development and structure of budget systems. Based on the examination of spending reviews’ record in OECD countries, the authors discuss pre-requisites to be put in place in order to launch spending reviews in Russia, including changes in the legal base and integration of spending reviews in the budget preparation process. Changes in several resolutions of the RF Government and orders of the RF Ministry of Finance are required. The role of the RF Ministry of Finance in organization and overall management of the process of spending reviews’ planning and preparation should increase. Also, one of the Commissions in the RF Government should assume responsibilities to conduct oversight and approve general directions of spending reviews, since political support is critical for the final success in implementation of this financial instrument in Russia.

1 Обзоры как один из инструментов оценки результативности и эффективности государственных программ и бюджетных расходов нашли широкое применение в международной практике бюджетирования, ориентированного на результат (БОР). Сегодня вряд ли можно назвать пионера в этой области, поскольку обзоры расходов долгое время проводились в различных странах под разными названиями, но есть основания полагать, что первые такие обзоры стали составлять в США в 1960-е годы в ходе оценки результативности и эффективности государственных программ. В 80–90-е годы прошлого столетия в странах ОЭСР интерес к этому инструменту заметно вырос, что было связано с внедрением концепции “нового государственного управления”, менявшей представления о статусе и роли государства в обществе. Обзоры бюджетных расходов (далее – обзоры расходов) стали использоваться (хотя и с разной степенью регулярности) в Австралии, Канаде, Новой Зеландии, Великобритании, Финляндии, Дании, Швеции и Нидерландах. Масштабные бюджетные реформы этого периода были направлены на сокращение государственного участия в экономике и активизацию использования рыночных инструментов в управлении общественными финансами, что обусловило необходимость совершенствования системы государственной оценки результативности и эффективности бюджетных расходов.
2 В последующие годы интерес к обзорам расходов в экономически развитых странах то усиливался, то ослабевал. В период внедрения программного бюджетирования в начале 2000-х годов усилился скептицизм по отношению к этому инструменту, что объяснялось отсутствием конкретных результатов применения обзоров, равно как и других инструментов оценки результативности расходов с точки зрения эффективности управлении бюджетом. Подготовка обзоров, по существу, не оказывала сдерживающего влияния на рост расходов и перераспределение бюджетных ассигнований в соответствии с результатами1. До окончания мирового финансового кризиса 2007–2008 г. в большинстве стран ОЭСР обзоры расходов либо вообще не проводились, либо носили эпизодический характер. 1. Исключением из правил можно считать Республику Корею, где по итогам ежегодной оценки проводилось 10% сокращение финансирования неэффективных программ в очередном финансовом году.
3 Перелом в концептуальном понимании роли обзоров расходов в управлении государственными финансами произошел после мирового финансового кризиса 2007–2008 г. и был связан с новыми вызовами, с которыми столкнулись бюджетные системы стран ОЭСР. Начали вводиться бюджетные правила, потолки расходов. Новые задачи по оптимизации структуры и приоритезации бюджетных расходов, повышению контроля над их общим объемом, улучшению качества среднесрочного бюджетного планирования и прогнозирования привели к пересмотру взглядов на обзоры расходов, изменению характера их применения. Обзоры расходов стали рассматриваться как самостоятельный инструмент управления общественными финансами, позволяющий использовать результаты оценки программ и бюджетных расходов для качественного улучшения планирования бюджета, оптимизации структуры расходов и решения приоритетных задач государственной социально-экономической политики.
