State policy of digitalization in Latin America. Experience of using multidimensional integral indices on the example of Brazil

The article analyzes international legislative acts that reveal the efforts of Latin American countries in the field of digitalization. The digitalization strategies undertaken by the states of the Latin America region as part of the implementation of the state policy of technological development are considered on the example of Brazil.

Multivariate integral indices of digitalization, demonstrating this process in practice, are presented in a cross-temporal section. The comparison is made in terms of the indicators of digitalization of the countries of the world and network readiness, as well as the human development index as a generalizing component of the quality of management in general. The Brazilian digital transformation strategy, "Agenda for the digital society of the future," is considered separately as the most successful example of the implementation of state policy in the field of digitalization in the region.

The purpose of the study is to identify the regional specifics of the implementation of the digitalization process, understood as a political, managerial and technological phenomenon. The main method used in the article is cross-temporal and cross-regional comparison, as well as secondary analysis of multivariate integral digitalization indices. Together, this allows us to identify regional trends and features of Latin American countries. Visualization and statistical analysis of data for the region were carried out using the SigmaPlot software (version 12.5).
