Abstract

The article analyzes the institution of interoperability as an element of the electronic platform of public administration in Uruguay. The interoperability platform is considered as an integral part of the country's digital government platform. Various interpretations of interoperability are given, currently existing both in technical sciences and in public policy. A distinctive feature of the study is the interpretation of interoperability as a recursive process, which is empirically supported by the example of the digital government of Uruguay.
