Abstract

The political and economic changes in the world power structure during the last two decades have transformed and conditioned the international insertion of Latin America and the Caribbean. In a new post-unipolar and post-hegemonic era, Latin American countries have sought to diversify their ties with extra-regional partners such as China, Russia, India, Turkey, Pakistan and Kazakhstan located in the so-called Greater Eurasia. This review article analyzes three recently published works around two axes: the place of the Eurasian space in the global context and its intraregional dynamics, the ties between Greater Eurasia and Latin America at the interregional, multilateral and bilateral levels, as well as the triangulation of the foreign policies of the Eurasian countries in Latin America, particularly highlighting the case of the People's Republic of China and the Russian Federation.

1 2020 год ознаменовался глобальным кризисом, разразившимся из-за пандемии COVID-19, на фоне чего вновь развернулись дебаты о значимости роли Латинской Америки в международных делах [1,2]. Авторы ряда книжных новинок позволяют нам глубже понять перемены, произошедшие за последние два десятилетия в мировой политике, особенно на евроазиатском пространстве, а также оценить расширение связей латиноамериканских стран с внерегиональными державами, прежде всего с КНР, Россией и Индией. Данная рецензия является своего рода размышлением о значимости евроазиатского макрорегиона в глобальном контексте и в свете внутрирегиональной динамики, о важности связей между «Большой Евразией» и Латинской Америкой и о создании треугольника между этими (не столь уж) новыми евроазиатскими акторами и Латинской Америкой. В каждом из отобранных текстов анализируются специфические аспекты евроазиатского пространства в контексте участия латиноамериканских государств в международной политике.
2 В работе Андреса Сербина, вышедшей теперь и на русском языке, рассматривается «евроазиатский вызов». Автор сосредотачивается на различных геополитических нарративах, которые сотрясают многополярный мир, и указывает на различия в политике России и Китая на латиноамериканском направлении [3]. В коллективном труде под редакцией Сорайи Каро Варгас исследуется геоэкономический фактор посредством многомерного анализа экономических коридоров на азиатском континенте и их связей с Латинской Америкой [4]. Наконец, в исследовании под редакцией Памелы Аростики и Вальтера Санчеса систематизирована новая фаза отношений между Китаем и Латинской Америкой, осуществлен анализ отношений в треугольниках Китай — Латинская Америка — третьи акторы (Россия, Европейский союз или Соединенные Штаты) [5].
3 Меняющийся глобализированный мир: Евразия в глобальном сценарии
4 В исторической ретроспективе процесс ускорения глобальных производственных процессов, растущая интеграция глобальных цепочек стоимости и ускорение информационно-коммуникативных обменов характеризуют эпоху не только глобализации, но и смещения геоэкономической (и все больше — геополитической) оси из атлантического в тихоокеанский регион, где КНР оказывается явным эпицентром. А.Сайс Лопес утверждает, что «оба процесса — и глобализация, и китайская экономическая экспансия — развивались параллельно, усиливая друг друга» [6, p. 9]. Со своей стороны Ф.Урдинес отмечает факт смещения центра тяжести глобальной экономики, опираясь при этом на прогнозы Глобального института МакКинзи. Согласно мнению ученых института, этот центр будет располагаться в районе российско-казахстанской границы [7, p. 108].
5 Глобальная трансформация — пока китайскоцентричная, но мы не можем отделять динамичную роль Пекина от регионального окружения страны и тем более забывать о присутствии других крупных региональных игроков и глобальных акторов — Москвы, Нью-Дели и Анкары. У экономического и политического роста Китая есть несомненное евроазиатское измерение. В этом плане проект «Один пояс — Один путь» формализует продвижение Китая в регионе, его геостратегическое репозиционирование в районе Южнокитайского моря и Индийского океана» [4, p. 30]. С этой точки зрения оказывается важным нарратив «Большой Евразии», который по ряду геополитических, геоэкономических и идеологических причин «постепенно становится связанным со смещением оси мировой динамики, фундаментальной опорной точкой (малоизвестной и плохо изученной латиноамериканскими исследователями), в частности, вследствие своего континентального характера, который обусловливает стратегическое сближение Китая и России в Евразии и растущее влияние Индии на конфигурацию этого пространства» [3, с. 8].
